Job Posting Organization: The position is located in the Executive Office serving the departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office for Coordination and Shared Services (OCSS), which enables, directs, and coordinates departmental efforts to ensure effective integration and management of both Departments. The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to, and managing conflict and sustaining peace in countries where peace operations are deployed. The Department of Political and Peacebuilding Affairs (DPPA) focuses on five action areas in international peace and security" style="border-bottom: 1px dotted #007bff !important;">security, ensuring sound analysis and early warning, preventing conflict, engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.
Job Overview: The Senior Finance & Budget Assistant will be responsible for a variety of functions related to budget management and financial oversight within the Executive Office. This role involves reviewing, analyzing, and assisting in the finalization of cost estimates and budget proposals for projects funded under extra-budgetary resources. The assistant will ensure compliance with the strategic framework and other legislative mandates, assist managers in elaborating resource requirements for budget submissions, and undertake research to support higher-level Finance & Budget Officers. The position requires a thorough understanding of financial rules and regulations, as well as the ability to monitor budget implementation and expenditures. The Senior Finance & Budget Assistant will also prepare relevant documents for budget performance reports, coordinate with other finance and budget staff, and act as the main focal point for expenditure data preparation in Umoja Analytics.
Duties and Responsibilities: The Senior Finance & Budget Assistant will have a comprehensive set of responsibilities, including: reviewing and analyzing budget proposals, assisting in the preparation of budget submissions, monitoring extrabudgetary budget implementation and expenditures, certifying financial transactions, providing expert advice on financial procedures, ensuring compliance with UN financial rules, preparing budget performance reports, coordinating with finance staff, and preparing data for audits. Additionally, the assistant will process payments to third parties, maintain up-to-date knowledge of relevant financial documents, draft correspondence regarding financial matters, provide guidance and training to other staff, and assist in data collection and analysis for performance reporting.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A minimum of ten years of progressively responsible experience in finance, budget, accounting, or administrative services is required. Candidates should have experience analyzing data and producing reports using analytic tools in an ERP System, preferably Umoja, and experience with Trust Funds administration in an international organization is also required. Experience in an administrative office, particularly within an Executive Office, and familiarity with UN financial rules and regulations are desirable qualifications.
