The Advisory Committee on Administrative and Budgetary Questions (ACABQ) is a subsidiary body of the United Nations General Assembly. It was established to provide advice on administrative and budgetary matters, ensuring that the UN operates efficiently and effectively. The ACABQ plays a crucial role in reviewing the budget proposals of the UN and its various programs, making recommendations to the General Assembly. The committee is composed of 16 members, who are elected by the General Assembly for a term of three years. The ACABQ's mission is to enhance the accountability and transparency of the UN's financial operations, ensuring that resources are allocated effectively to meet the organization's goals. The committee operates in a collaborative environment, working closely with various UN agencies and departments to address budgetary issues and improve administrative practices.

Job Overview:
The Senior Programme Management Officer will be responsible for overseeing the administrative and budgetary functions of the ACABQ. This role requires a deep understanding of the UN's financial systems and the ability to analyze complex budgetary information. The incumbent will attend meetings of the ACABQ, draft reports summarizing the committee's observations and recommendations, and provide substantive support for consultative meetings. The position demands strong analytical skills to evaluate the management and budgetary aspects of various programs and projects. The officer will also be tasked with ensuring the implementation of gender mainstreaming guidelines in all areas of work, thereby promoting gender equality within the UN's operations. This role is pivotal in shaping the financial strategies of the UN and ensuring that resources are utilized effectively to achieve the organization's objectives.

Duties and Responsibilities:
The Senior Programme Management Officer will have a comprehensive set of responsibilities, including: attending ACABQ meetings and drafting detailed reports; analyzing administrative and budgetary information related to the UN's regular budget and extrabudgetary activities; leading the evaluation of management and budgetary aspects of assigned programs; ensuring gender mainstreaming in all planned actions; conducting research and program evaluations on budgetary issues; coordinating policy analysis and preparing evaluations; overseeing the preparation of various written outputs, including reports and background papers; providing support for intergovernmental deliberations; designing and conducting training workshops; leading field missions and drafting mission summaries; coordinating budget-related activities and ensuring the preparation of advisory reports; establishing effective collaboration with UN agencies; supervising and developing staff; and performing necessary administrative tasks.

Required Qualifications:
Candidates must possess a strong background in financial management, budgeting, and administration, with a minimum of ten years of progressively responsible experience in these areas. They should have experience in drafting and editing intergovernmental documentation related to budgetary issues and producing substantive reports on technical matters. Familiarity with the UN's budgetary policies, financial regulations, and administrative procedures is essential. Additionally, experience in data analytics or related fields is desirable. The ideal candidate will demonstrate professionalism, teamwork, planning and organizing skills, and the ability to build trust within the organization.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences management, economics, or a related field is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of ten years of progressively responsible experience in financial management, budgeting, human resources management, and administration. Candidates should have a proven track record in drafting and editing intergovernmental documentation and producing substantive reports on technical issues. Experience with the UN's budgetary policies and practices, as well as financial regulations and administrative procedures, is highly desirable. Familiarity with data analytics or related areas will be considered an asset.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, with a minimum level of proficiency at UN Level II. Additionally, knowledge of either Arabic, Chinese (Mandarin), French, Russian, or Spanish is desirable, with a minimum proficiency level of UN Level I in these languages.
