Job Overview: The Partnerships Officer position is a fixed-term role located in the UN Resident Coordination Office in Lima, Peru. The incumbent will provide substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships with various stakeholders, including government, civil society, and the private sector, to achieve the SDGs. The role involves advising on the development and implementation of the UN Partnership Strategy, monitoring its effectiveness, and facilitating collaboration among UN entities and external stakeholders. The officer will also participate in resource mobilization initiatives, develop tailored strategies for cooperation, and contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level. This position requires a proactive approach to identifying risks and opportunities in partnerships and supporting the Resident Coordinator and UNCT in achieving their goals.
Duties and Responsibilities:
Assist with the provision of substantive support for strategic planning and coordination of UNCT strategic partnerships with various stakeholders for SDG achievement. This includes advising on the UN Partnership Strategy, supporting its implementation, and conducting liaison with UN entities.
Participate in joint partnership and resource mobilization initiatives, providing support to develop and implement resource mobilization strategies, monitoring existing partnerships, and analyzing funding streams.
Work closely with the Resident Coordinator Office team and UN country team finance experts to promote partnerships that support financing for the SDGs. This involves advising on partnership opportunities and preparing briefing papers on financing issues.
Contribute to knowledge management and capacity development related to partnerships and resource mobilization, promoting collaboration and sharing best practices.
Other duties include data collection and analysis, documentation of requirements for data analysis, and performing additional tasks as assigned.
Required Qualifications: Candidates must possess a strong understanding of sustainable development theories and concepts, with the ability to conduct research, analyze data, and make recommendations. Professionalism, planning and organizing skills, and teamwork are essential competencies. The candidate should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work. The ability to analyze and interpret data to support decision-making is also crucial.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.
Experience: A minimum of two years of progressively responsible experience in project/programme management in development cooperation or a related area is required. Candidates should have experience in preparing project/programme proposals and developing and implementing partnership and resource mobilization strategies. Experience engaging with government or international development partners is desirable, as is working experience in the United Nations or similar organizations. One year or more of experience in data analytics or a related area is also desirable.
Languages: Fluency in oral and written Spanish is required for this position. Knowledge of English is also required. The United Nations Secretariat recognizes English and French as its working languages, but for this role, Spanish proficiency is essential. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is rated as 'confident' in two of the four areas.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Peru only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidate is found, Peruvian nationals residing elsewhere may be considered, with the candidate responsible for travel and relocation costs.
