Job Overview:
The Programme Specialist, Gender and Gender-Based Violence (GBV) will play a crucial role in managing the UNFPA Humanitarian GBV programme, focusing on the intersection of humanitarian, development, and peace efforts. This position is part of the UNFPA Country Programme extension for 2025, and the specialist will be responsible for providing strategic guidance and technical leadership in the planning, implementation, monitoring, and evaluation of gender equality and GBV initiatives. The role requires collaboration with various stakeholders, including UN agencies and external partners, to ensure effective programme delivery and adherence to international standards. The consultant will also chair coordination bodies related to gender and GBV, ensuring that UNFPA's objectives are met within the broader humanitarian context.

Duties and Responsibilities:
The Programme Specialist will be responsible for a wide range of duties, including: A. Programme Development, Implementation, and Monitoring: Coordinating the development and implementation of Gender Equality and GBV programmes, overseeing budget allocation and utilization, providing technical guidance in GBV prevention and response, and preparing timely progress reports. B. Partnerships and Coordination: Representing UNFPA in various coordination mechanisms, supporting technical coordination with the Ministry of Social Welfare, and maintaining close collaboration with implementing partners. C. Resource Mobilization: Advocating for the inclusion of GBV response in humanitarian assessments and funding calls, interacting with donors, and contributing to proposal development. D. Capacity Building: Providing technical leadership on GBV in emergencies, coordinating training and support in related matters. E. Monitoring, Evaluation, and Reporting: Ensuring timely analysis and reporting on programme implementation, overseeing workplan development and monitoring.

Required Qualifications:
Candidates must possess an advanced university degree in social work, social sciences, gender studies, public/community health, or a related field, along with five years of relevant work experience. Alternatively, a lower university degree with seven years of relevant experience is acceptable. Candidates should demonstrate experience in gender issues, particularly GBV, and familiarity with international human rights standards and advocacy related to UNSC resolutions on Women, Peace, and security" style="border-bottom: 1px dotted #007bff !important;">Security. Knowledge of sexual and reproductive health rights and protection issues across the humanitarian-development-peace nexus is essential, as is experience in utilizing international tools related to GBV and gender.

Educational Background:
An advanced university degree in social work, social sciences, gender studies, public/community health, or a related field is required. A lower university degree may be accepted if accompanied by additional relevant work experience. Candidates should have a strong academic background that supports their understanding of gender issues and humanitarian contexts.

Experience:
Candidates should have a minimum of five years of relevant work experience in gender issues, particularly in GBV, with a strong understanding of international human rights standards. Experience in humanitarian emergency response and advocacy for gender and GBV-related policies at various levels is crucial. Field experience in complex emergencies is highly desirable, as is familiarity with the development and implementation of gender and GBV programmes.

Languages:
Excellent written and verbal communication skills in English are mandatory. Proficiency in additional languages may be considered an asset, particularly in regions where UNFPA operates.
