Job Overview: The Assistant ICT will work closely with the Operations and Program teams of UNFPA in Guinea-Bissau, focusing on information technology. The role involves assisting in the implementation of ICT policies and standards, managing the office's IT network and equipment, providing technical support to users, and contributing to the execution of tasks related to the General Population and Housing Census (RGPH). The position requires ensuring optimal and secure connectivity and communication for all teams during data collection and transfer phases of the census. The Assistant will also be responsible for planning and organizing training on communication/connectivity issues for census personnel and partners, as well as supporting the deployment of communication means for data collection during the census phases. This role is crucial for the efficient functioning of the office's software and hardware, as well as for the management of the IT network.
Duties and Responsibilities:
Ensure optimal and secure connectivity and communication for all teams during data collection and transfer phases of the census.
Plan and schedule the deployment of resources or access to existing resources that have not yet been mobilized.
Plan, program, and monitor administrative procedures for acquiring equipment to ensure optimal communication throughout the census duration.
Organize training sessions on communication/connectivity for census personnel and partners.
Ensure the efficient operation of the office's software and hardware, including routine repairs and updates.
Manage the IT network, including diagnosing faults and addressing network access issues.
Maintain an updated inventory of software and hardware, and ensure the confidentiality of sensitive materials.
Provide ICT support during significant events such as seminars, workshops, and conferences. 1
Contribute to the development of Business Continuity Plans and Disaster Recovery Plans. 1
Participate in training staff on ICT issues and contribute to knowledge networks and communities of practice.
Required Qualifications:
A higher education degree in Computer Science or related fields, preferably at the BAC+ ¾ level (Licenciatura or Post-Graduation).
A minimum of six (6) years of relevant professional experience in administration" style="border-bottom: 1px dotted #007bff !important;">System Administration, Network Management, IT security" style="border-bottom: 1px dotted #007bff !important;">Security, or IT Service Management.
Good knowledge of LAN networks and IT systems under Microsoft Windows, enterprise IT security, antivirus systems, and ERP systems.
Experience in user support, preferably through a Helpdesk or user support unit.
Relevant certifications in System Administration, Network Management, IT Security, or IT Service Management are desirable, such as CISCO (CCNA), Microsoft (MCP, MCSE), CompTIA (A+, Network+, Security+), Axelos (ITIL).
Educational Background: Candidates must hold a higher education degree in Computer Science or other relevant fields, ideally at the BAC+ ¾ level (Licenciatura or Post-Graduation).
Experience: Candidates should have a minimum of six (6) years of relevant professional experience in System Administration, Network Management, IT Security, or IT Service Management, demonstrating a strong background in these areas.
Languages: Proficiency in Portuguese is required. Knowledge of French and/or English is considered an asset.
Additional Notes: The position is full-time and is expected to start on June 1, 2025, with an estimated duration of six months, renewable based on performance and availability of funds. The Assistant will be based at the UNFPA national office in Guinea-Bissau, under the coordination of the Principal Technical Advisor of the RGPH and with dual supervision from the Operations Manager and the WCARO - ICT Specialist. A work plan with objectives and learning opportunities will be established for the duration of the contract, and periodic progress meetings will create an environment conducive to the development of the incumbent's skills related to the UNFPA's mandate.
