Job Overview:
The Assistant Programme Officer will play a crucial role in supporting technical and financial projects related to justice and citizen security. This includes working closely with local, national, and regional counterparts to enhance access to justice, transitional justice, juvenile justice, and other justice systems. The incumbent will be responsible for ensuring that agreements and protocols are effectively implemented, thereby improving the capacity of governments in the Andean Region and Southern Cone to respond to justice-related challenges. The role requires drafting and reviewing documents, tools, and materials for specialized technical assistance, as well as contributing to dialogue with donors and counterparts to strengthen justice and security projects. The position also involves advising work teams and supporting the development of interinstitutional alliances to enhance project outcomes.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Programme Officer include assisting with technical and financial projects, supporting governments in implementing justice-related agreements, drafting and reviewing relevant documents, contributing to dialogue with donors, advising work teams, collaborating on project components, and reporting on project indicators. The incumbent will also be responsible for fostering community engagement, influencing regulatory reforms, and developing new methodologies associated with justice and citizen security. Additionally, the role involves attending meetings with governmental and advisory entities and carrying out other related tasks as necessary.

Required Qualifications:
Candidates must possess a strong understanding of access to justice, juvenile justice, and citizen security, along with experience in public policy and planning. The role requires negotiation skills and the ability to analyze data for decision-making. The incumbent should demonstrate professionalism, accountability, and effective planning and organizing skills. A commitment to gender perspectives and equal participation is essential.

Educational Background:
An advanced university degree in Psychology or Social Sciences is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
For applicants with a first-level university degree, a minimum of two years of relevant work experience is required. However, for those with an advanced university degree, no prior experience is necessary. Desirable experience includes developing strategies and projects in juvenile justice and citizen security, coordinating teams, and familiarity with UN regulations and data analysis.

Languages:
Fluency in English and Spanish is mandatory for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another UN official language is considered an advantage.
