Job Overview:
The Programme Analyst for Monitoring and Evaluation (M&E) will play a critical role in defining and tracking results within the UNFPA framework. This position involves substantial contributions to the development of a theory of change, monitoring progress against defined targets, and ensuring that results information is utilized for program adaptations. The analyst will coordinate the development and implementation of a costed evaluation plan, acting as the evaluation manager to ensure quality in evaluation processes and products. Reporting to the Head of Programme and the Head of Office, the analyst will also work closely with regional advisors on results-based management and evaluation matters. The role is essential for improving the quality and results orientation of UNFPA-supported programs, particularly in humanitarian contexts, and for building institutional and national capacity in M&E.

Duties and Responsibilities:
The Programme Analyst will be responsible for a variety of tasks, including:
  • Planning, Monitoring, and Reporting: Contributing to the development of the country programme document and UNSDCF, implementing comprehensive M&E frameworks, collecting and analyzing data for performance monitoring, and preparing quality reports for stakeholders.
  • Evaluation: Coordinating the development and implementation of a costed evaluation plan, managing decentralized evaluation processes, and promoting the use of evaluation findings in program formulation.
  • Knowledge Management and Capacity Building: Conducting field visits to monitor project implementation, organizing M&E training sessions, and establishing community feedback mechanisms.
  • Coordination and Partnership: Collaborating with UNFPA teams, UN agencies, and government counterparts to align M&E activities with national priorities and ensuring compliance with UNFPA guidelines.
  • Supervising staff and consultants involved in M&E functions and carrying out any other duties as required by UNFPA leadership.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as Statistics, Public Health, Demography, Social Sciences, Development Studies, or Economics. Additionally, at least 2 years of relevant experience in results-based management, monitoring, and evaluation is required. Proficiency in office software and statistical software (e.g., SPSS, Stata, R, or Power BI) is essential. Experience in humanitarian programs and familiarity with UNFPA's transformative areas are considered assets. Strong analytical and report writing skills, as well as the ability to synthesize program performance data, are crucial for this role.

Educational Background:
An advanced university degree (Master’s or equivalent) in Statistics, Public Health, Demography, Social Sciences, Development Studies, Economics, Monitoring & Evaluation, or a related field is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively contribute to the monitoring and evaluation processes within UNFPA's framework.

Experience:
The position requires at least 2 years of relevant national or international experience in the area of results-based management, monitoring, and evaluation. Candidates should have practical experience in using statistical software and web-based management systems. Experience in humanitarian programs, working with UNFPA or other multilateral organizations, and fieldwork in fragile or emergency settings is highly desirable. Familiarity with monitoring and evaluation frameworks, data collection, and reporting is essential for success in this role.

Languages:
Fluency in French (spoken and written) is mandatory for this position, as it is the primary language of communication in the Democratic Republic of Congo. A working knowledge of English is highly desirable, as it facilitates communication with international partners and stakeholders, enhancing collaboration and information sharing within the UNFPA framework.
