Job Overview: The Senior Finance Manager is a pivotal role within the regional Finance management support team, specifically for Iraq, Lebanon, and Yemen. This position is responsible for ensuring that resources are effectively planned and utilized to support program implementation. The Senior Finance Manager will provide leadership and direction for the country programs in these regions, working closely with the Deputy Regional Director – Operations and the Regional Finance Director. The role involves strategic financial management, stakeholder engagement, and compliance oversight across multiple country programs, ensuring alignment with organizational goals and operational needs.
Duties and Responsibilities:
Strategy & Vision: Identify opportunities for process improvement in financial management across country offices, develop financial strategies that align with organizational goals, and provide financial insights to leadership.
Representation & Stakeholder Engagement: Serve as the financial liaison between country offices, regional leadership, donors, and partners, ensuring compliance and best practices.
Multi-Country Financial Management & Compliance: Oversee financial planning, cash flow management, and budget monitoring for multiple programs, ensuring compliance with donor regulations and internal policies.
Sub-Grantee & Partner Financial Oversight: Review financial assessments of sub-grantees, implement risk mitigation plans, and ensure timely processing of payments.
Team Leadership & Capacity Building: Supervise country finance teams, lead training initiatives, and foster a culture of accountability.
Audit & Risk Management: Support country offices in audit preparations, ensure compliance with policies, and strengthen internal controls. Supervisory responsibilities include managing finance and sub-award teams across Jordan, Lebanon, Iraq, and Yemen.
Required Qualifications: A Bachelor's degree in accounting or finance is required, along with 7 years of progressive financial management experience, including supervisory roles. Candidates must have experience with US and EU donors in grants management, financial reporting, and compliance. Strong accounting skills, experience with budget preparation, and the ability to translate financial data into informative reports are essential. Candidates should also have experience managing sub-grants and the ability to work collaboratively with other departments.
Educational Background: A BA/S or equivalent in accounting or finance is required for this position. Candidates should have a solid understanding of financial management principles and practices, particularly in the context of international development and humanitarian assistance.
Experience: Candidates must have at least 7 years of relevant experience in financial management, including supervisory experience. Experience with US and EU donors in grants management, financial reporting, and compliance is essential. Previous experience in insecure environments is also preferred, as the role may involve travel to such locations.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills required. Additional language skills relevant to the regions of operation may be considered an asset.
Additional Notes: The position is based in Amman, Jordan, and may require occasional travel to support country programs, including travel to insecure locations. The role is full-time and involves working closely with diverse teams in a dynamic and challenging environment.
