Job Overview:
The consultant will be tasked with drafting a detailed analytical report that focuses on the skills, labor market gaps, and job quality in Jordan. This report aims to provide evidence-based recommendations to policymakers to enhance workforce development, ensure social justice in employment policies, and promote decent work. The consultant will conduct in-depth research to analyze the current labor market challenges and opportunities in Jordan, taking into account the ongoing transformations in the world of work driven by globalization, technological advancements, and demographic shifts. The report will also emphasize the importance of aligning education and training systems with market demands and learners' aspirations, promoting lifelong learning, and ensuring inclusive training opportunities for all.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Reviewing the current Annotated Outline: The consultant will submit an initial framework that outlines the key sections, methodologies, and relevant data sources for ESCWA’s review.
  • Drafting the Report: The consultant will produce a zero draft that includes a comprehensive analysis of labor market trends, job quality, skills mismatches, and policy gaps in Jordan.
  • Revising Based on Feedback: The consultant will incorporate inputs from ESCWA and stakeholders to refine the report, ensuring that it meets the expectations of all parties involved.
  • Ensuring Analytical Rigor: The report should include case studies, policy frameworks, quantitative insights, and best practices relevant to Jordan's labor market. The consultant will need to ensure that the analysis is thorough and well-supported by data.

Required Qualifications:
Candidates must possess a Master’s degree or higher in labor economics, social studies, economic development studies, or related fields. Additionally, candidates must have a minimum of 5 years of experience in labor market analysis, employment policy, workforce development, and social justice in employment. Expertise in labor economics, forecasting skills, and workforce policy analysis is essential. Familiarity with big data analytics and AI-driven labor market tools is a plus. Knowledge of NLP-Reg-X is also required, along with familiarity with TVET systems and transitions from informal to formal work.

Educational Background:
A Master’s degree or higher in relevant fields such as labor economics, social studies, or economic development studies is required for this position. Candidates must submit a copy of their educational degree as part of their application, as incomplete applications will not be reviewed.

Experience:
The position requires a minimum of 5 years of relevant experience in labor market analysis, employment policy, workforce development, and social justice in employment. Candidates should demonstrate expertise in labor economics and policy analysis, as well as experience with big data analytics and AI-driven tools related to labor markets.

Languages:
Fluency in English and Arabic is required for this position, as these are the working languages of ESCWA. Candidates must demonstrate fluency in all four areas of language proficiency: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat.

The position is remote and is expected to last for a duration of 3 months.
