Job Overview:
The position involves providing consultancy services to develop a national Cloud Computing policy for Libya. The consultant will be responsible for producing a comprehensive report that outlines the current state of digital transformation in Libya, reviews existing policies, and proposes a tailored cloud computing strategy based on international best practices. The consultant will engage with national stakeholders, conduct interviews, and facilitate workshops to gather insights and feedback. The final deliverable will be a detailed report in Arabic, including an executive summary and a thorough analysis of the findings. The consultant is expected to ensure that the report adheres to UN-ESCWA's standards, including proper referencing and plagiarism checks, and must maintain confidentiality regarding the content of the report until authorized for release.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Reviewing national digital documents and existing policies related to digital transformation and innovation in Libya.
  • Analyzing best practices in cloud computing policies from at least two regional and two international examples.
  • Identifying and engaging with key national stakeholders through interviews and meetings, summarizing discussions and feedback.
  • Contributing to sectoral workshops to assess needs and priorities.
  • Drafting a cloud computing policy based on a SWOT analysis and aligning it with international and regional best practices.
  • Presenting the draft report in a workshop setting and incorporating feedback from participants.
  • Updating the draft proposal based on comments received from ESCWA and GIA teams. Throughout the process, the consultant must ensure that gender considerations and youth perspectives are integrated into the research and reporting.

Required Qualifications:
Candidates must possess a master's degree in technology or a related field, with a Ph.D. being highly desirable. Proven experience in digital technologies is essential, along with a track record of delivering research papers or drafting policies. Candidates must submit a copy of their educational qualifications, as incomplete applications will not be considered. The consultant should demonstrate strong analytical skills and the ability to synthesize complex information into actionable recommendations.

Educational Background:
A master's degree in technology or a related field is required for this position. A higher-level degree such as a Ph.D. is preferred, indicating a strong academic background and expertise in the relevant area. All candidates must provide documentation of their educational qualifications as part of the application process.

Experience:
The position requires proven experience in the domain of digital technologies, particularly in relation to cloud computing and policy development. Candidates should have a history of engaging in research, drafting, or reviewing policies, demonstrating their ability to contribute effectively to the consultancy project. Experience working with governmental or international organizations is an advantage, as it indicates familiarity with the operational context of such entities.

Languages:
Fluency in Arabic is mandatory for this position, as the final report must be prepared in Arabic. Knowledge of English is desirable, as it is one of the working languages of the United Nations Secretariat. Candidates should be able to demonstrate fluency in all four areas of language proficiency (speaking, reading, writing, and understanding) for Arabic, while a confident level in English is acceptable.

The consultancy is expected to last for approximately 1.5 months and will be conducted remotely.
