Job Overview: The position of Local Consultant for the Development of Artificial Intelligence Strategy in Libya involves providing expert guidance and support to the General Information Authority (GIA) in Libya as they seek to develop a national AI strategy. The consultant will be responsible for conducting a comprehensive review of existing digital policies and practices in Libya, analyzing best practices from regional and international contexts, and engaging with key national stakeholders to gather insights and feedback. The consultant will also be tasked with drafting a detailed AI strategy that aligns with Libya's national development goals and the United Nations' Sustainable Development Goals (SDGs). This role requires a deep understanding of AI technologies and their potential impact on economic and social development, as well as the ability to communicate effectively with various stakeholders to ensure the strategy is inclusive and comprehensive.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Reviewing national digital documents and existing policies related to digital transformation and innovation in Libya.
Analyzing best practices from at least two regional and two international AI strategies and policies.
Identifying and engaging with main national stakeholders through interviews and meetings, summarizing discussions and feedback.
Contributing to sectoral workshops to discuss needs and priorities related to AI implementation.
Preparing a comprehensive AI strategy based on international best practices, gap analysis, and national needs, including a SWOT analysis.
Presenting the draft report in a workshop setting and incorporating feedback from stakeholders.
Ensuring that gender considerations and youth perspectives are integrated into the research and final report, using gender-sensitive language throughout the writing process.
Required Qualifications: Candidates must possess a master's degree in ICT, technology, engineering, computer science, or a related field. A Ph.D. degree is desirable but not mandatory. Additionally, a minimum of five years of experience in digital technologies, research, and management is required. Previous experience in planning and strategy development is also essential for this role.
