Job Overview: The Operations Analyst plays a crucial role in the management and operational efficiency of the Country Office in Addis Ababa. Reporting directly to the International Operations Manager, the Operations Analyst is responsible for providing operational expertise that supports the implementation of UNFPA's programs. This includes advising on management, finance, administration, procurement, and information technology. The role requires a collaborative approach, working closely with program staff and implementation hubs to ensure effective communication and cooperation. The Operations Analyst is expected to assess operational requirements, manage financial resources, ensure compliance with policies, and maintain a continuous flow of information between various stakeholders. This position is vital for fostering a results-oriented office that aligns with UNFPA's mission and strategic goals.
Duties and Responsibilities: The Operations Analyst will be responsible for a wide range of duties, including but not limited to: assessing operational requirements for program implementation at both federal and regional levels; supporting the achievement of program results through effective management of personnel, sub-contracts, procurement, and project-related events; ensuring strategic management of financial resources and compliance with financial policies; advising implementing partners (IPs) on UNFPA and donor requirements; quality assuring workplan budgets and financial reporting; overseeing the implementation of corporate financial and procurement systems; maintaining timely provision of goods and services; managing negotiations regarding contracts; overseeing asset and facility management; participating in inter-agency meetings to represent UNFPA's interests; fostering a harmonious working environment; and performing other job-related duties as assigned by the head of the office.
Required Qualifications: Candidates must possess an advanced degree in business administration, public administration, finance, human resources, information technology, or a related field. Additionally, candidates should have two years of progressively responsible professional experience in administration, finance, or office management. Strong analytical and leadership skills are essential, along with excellent verbal and written communication abilities. Candidates should demonstrate the capacity to build strong relationships with clients, focus on impact and results, and respond positively to feedback. A solid understanding of financial management, procurement, and general administration is required, as well as the ability to lead business process re-engineering and implement new systems effectively.
Educational Background: An advanced degree in business administration, public administration, finance, human resources, information technology, or a related discipline is required for this position. This educational background is essential for understanding the complexities of operations management within the context of UNFPA's mission and objectives.
Experience: The position requires a minimum of two years of progressively responsible professional experience in administration, finance, or office management. Candidates should have a strong track record of analytical and leadership skills, as well as experience in managing financial resources and operations in a complex environment. Familiarity with UNFPA's policies and procedures, as well as experience in high-risk operating environments, is highly desirable.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is considered desirable and may enhance a candidate's application.
