Job Overview: The position involves the development of a methodology and guide for creating Energy Transition Agendas, which will be co-constructed with the participation of countries and regional experts. The consultant will work from home and is expected to engage with various stakeholders to ensure the guide is comprehensive and effective. The role requires a deep understanding of energy policies and the ability to synthesize information from various sources to create a valuable resource for Latin America and the Caribbean.
Duties and Responsibilities: The consultant will undertake several key activities:
Review high-level literature on five recently published energy transition plans or agendas from countries in Latin America and the Caribbean to compare their structure and content. The specific countries will be agreed upon with CEPAL.
Map relevant institutional actors in the region to be considered in the co-construction of the guide. This will involve collaboration with CEPAL and leveraging the consultant's networks.
Select regional experts from international organizations, academia, industry, and civil society to form a Working Group for the guide's development, with CEPAL's assistance in contacting these experts.
Coordinate and lead virtual or in-person meetings to discuss and validate the guide's co-construction with the Working Group, including organizing launch and presentation meetings.
Develop a methodology to define the structure and content of the guide.
Create a proposal for the guide, with the document's structure agreed upon with CEPAL and the Working Group's support. The consultant will also suggest a bibliography based on CEPAL's research and publications, while also incorporating external materials as necessary.
Required Qualifications: The position requires advanced studies at the doctoral level in areas related to energy, public policy, and economics. Academic or research experience in planning, scenarios, and energy policy is highly valued. Additionally, the consultant should have at least 10 years of experience in energy planning, foresight, scenarios, and energy policy, with a strong emphasis on public energy experience in Latin America and with international organizations related to energy.
Educational Background: Candidates must possess a doctoral degree in fields pertinent to energy, public policy, or economics. This advanced educational background is crucial for understanding the complexities of energy transition and policy-making processes.
Experience: The consultant should have a minimum of 10 years of relevant experience in energy planning, foresight, and policy development. This experience should ideally include work within the public energy sector in Latin America and collaboration with international organizations focused on energy issues.
Languages: Proficiency in both Spanish and English is required for this consultancy role, as effective communication in both languages is essential for engaging with diverse stakeholders and producing the guide.
