IDEP is responsible for delivering training, promoting peer learning, enhancing monitoring and evaluation capacities, fostering knowledge generation, and integrating gender perspectives into public policies.

Job Overview:
The Associate Information Systems Officer position is situated within the eLearning and Knowledge Management Section of IDEP at ECA in Dakar, Senegal. The incumbent will work under the direct supervision of the Head of the Division of Knowledge Management, ICT, and E-Learning. The role involves providing comprehensive technical assistance in desktop administration and support, ensuring the design, development, and maintenance of telecommunication and information systems at IDEP. The officer will be responsible for preparing user requirements, assisting in the analysis of system modules, executing rigorous testing of applications, providing helpdesk support, ensuring data security" style="border-bottom: 1px dotted #007bff !important;">security, and developing web-based online courses suitable for the Learning Management System (LMS). The position requires a proactive approach to managing content on IDEP platforms and extracting analytical reports for digital training.

Duties and Responsibilities:
The Associate Information Systems Officer will undertake a variety of responsibilities, including:
  • Providing technical assistance in desktop administration and support for telecommunication and information systems at IDEP.
  • Preparing user requirements and technical specifications for information systems.
  • Assisting in the analysis and enhancement of system modules, including the design and implementation of small, stand-alone systems.
  • Conducting rigorous testing of applications software and maintaining system documentation.
  • Offering helpdesk support services and troubleshooting technical issues.
  • Ensuring data security and integrity, including developing disaster recovery plans.
  • Setting up software performance measures and monitoring them.
  • Testing new technologies and assessing them under guidance.
  • Designing and maintaining high-quality web-based online courses for the LMS. 1
  • Managing content on IDEP platforms and ensuring quality control. 1
  • Extracting analytical reports for digital training and maintaining the trainees' database. 1
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess excellent analytical skills, with the ability to manage and disseminate significant amounts of information accurately. They should be adept at data analysis, report writing, and presenting findings. The role requires a strong sense of professionalism, with the ability to prioritize tasks and manage conflicting priorities effectively. Candidates should demonstrate a commitment to gender perspectives and equal participation in all areas of work. Teamwork and collaboration are essential, as the officer will work closely with colleagues to achieve organizational goals. Planning and organizing skills are also crucial, with the ability to develop clear goals and adjust priorities as necessary.

Educational Background:
An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, or related fields is required. Alternatively, a first-level university degree combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of two years of progressively responsible experience in the planning, design, development, implementation, and maintenance of computer information systems or related areas is required. Relevant experience in Moodle Learning Management Systems development and support is essential. Candidates should also have experience in technical ICT programming with Java and knowledge of at least two programming languages, as well as basic systems analysis and design techniques.

Languages:
Fluency in English and French is required, as these are the working languages of the UN Secretariat. Knowledge of another UN official language is considered an advantage.

Additional Notes:
This position is open to nationals of Senegal only, and candidates must be recruited within the country or commuting distance of the office. The appointment is for an initial period of one year, subject to availability of the post or funds.
