Job Overview: The Shelter Officer will work under the supervision of the Shelter Coordinator and is responsible for the coherent implementation of shelter projects while overseeing a team of assistants in the area. This role is crucial in ensuring that the shelter projects align with the action plan and that the needs of the most vulnerable populations are prioritized. The Shelter Officer will be expected to monitor daily progress in project execution, ensure adherence to NRC policies and guidelines, and propose improvements for project activities. The position requires active collaboration with local authorities and stakeholders, ensuring community participation in decision-making processes, and promoting the rights of displaced individuals in line with advocacy strategies.
Duties and Responsibilities: The primary responsibilities of the Shelter Officer include implementing the assigned shelter project portfolio in accordance with the action plan, conducting daily monitoring of project progress, ensuring compliance with NRC policies, manuals, and guidelines, targeting participants with the greatest needs, evaluating new and better ways to provide assistance, and proposing technical improvements for project activities. The Shelter Officer will prepare and periodically share progress reports and other documents with supervisors, strengthen the capacities of workers (carpenters, masons, and other laborers) under their supervision, collaborate with local authorities and stakeholders, ensure community participation in decision-making, promote the rights of displaced/returnee individuals, and maintain proper classification of various project documents.
Required Qualifications: Candidates must possess a diploma in Architecture or Civil Engineering, be willing and able to travel and work regularly in the field, and have a minimum of 2 years of professional experience in a similar role within complex and unstable humanitarian contexts. Proven results in the responsibilities of the position are essential, along with experience as a trainer and in designing/facilitating training sessions. A thorough understanding of the humanitarian context in North Kivu province, particularly in Goma, is required. Proficiency in AutoCAD or equivalent software, as well as computer skills (Windows, Word, Excel, PowerPoint), is necessary. Candidates should demonstrate the ability to work in a multicultural environment and in multi-sectoral projects, possess strong communication and reporting skills, and have good organizational abilities.
Educational Background: A diploma in Architecture or Civil Engineering is required for this position. This educational background is essential to ensure that the Shelter Officer has the necessary technical knowledge and skills to effectively implement shelter projects and manage the associated responsibilities.
Experience: The position requires a minimum of 2 years of professional experience in a similar role, particularly in complex and unstable humanitarian contexts.
