Job Overview: The OECD is seeking a dynamic and motivated scientist" style="border-bottom: 1px dotted #007bff !important;">Data Scientist to join the Economics, Data and Statistics Division (EDS). This role involves supporting the Division's work on place-based policies for regions, cities, and rural areas, particularly through the measurement of territorial indicators. The successful candidate will possess a strong quantitative profile and contribute to various policy-oriented research projects. Responsibilities will include conducting empirical analysis and evaluating policies and programs at different governmental levels. The Data Scientist will report to the Head of the Territorial Statistics and Analysis Unit and will be expected to engage in research, policy analysis, and econometric analysis, ensuring high-quality outputs that inform decision-making processes.
Duties and Responsibilities: The Data Scientist will be responsible for a range of tasks, including: conducting research and policy analysis by identifying, compiling, and analyzing international evidence and data relevant to the Division's topics; performing quantitative analysis on applied economic issues using diverse data sources, including territorial indicators and geospatial data; carrying out desk research and summarizing complex materials for various audiences; drafting high-quality working papers, thematic reports, and accessible briefs for policymakers; contributing to project management by planning and executing case-study missions and workshops; developing effective dissemination strategies for OECD work; establishing and maintaining relationships with officials, experts, and academics; and participating in organizing conferences and seminars.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in economics, statistics, data science, computer science, or a related field such as social sciences, geography, or public policy. A PhD in one of these areas is considered an asset. Additionally, candidates should have at least two years of professional experience as a Data Scientist in applied economic analysis within a policy environment or academic/research institution. Experience in quantitative analysis, statistical methods, and geographic information systems is essential, along with proven research and analytical skills. Familiarity with open-source software and workflow management tools is advantageous, as is the ability to deliver outputs under tight deadlines with minimal supervision.
Educational Background: The ideal candidate should have an advanced university degree (Master's or equivalent) in relevant fields such as economics, statistics, data science, computer science, social sciences, geography, or public policy. A PhD in these areas would be beneficial, along with certifications or diplomas in econometric and data science methods, particularly those involving spatial data sets.
Experience: Candidates should have a minimum of two years of professional experience as a Data Scientist, specifically in applied economic analysis within a policy context or academic/research institution. This experience should include quantitative analysis, statistical methods, and geographic information systems, as well as a proven track record in research and analytical activities. Familiarity with geospatial analysis and regional/urban/rural policies is an asset, along with experience using open-source software and workflow management tools.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, with a willingness to learn the other language. Knowledge of additional languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to international collaboration.
Additional Notes: The position is a 12-month fixed-term appointment, with the possibility of renewal for a maximum of 36 months.
