Job Overview:
The Communications Manager will play a pivotal role in the Directorate for Education and Skills (EDU) at the OECD, tasked with developing and coordinating communications activities to enhance the visibility and impact of EDU's work. This position requires a creative and driven individual who will lead the communications team and report directly to the Director. The manager will be responsible for crafting and implementing a comprehensive communication strategy that aligns with OECD policies and the Secretary-General's strategic orientations. The role involves collaborating with various directorates and project managers to ensure coherent messaging and effective outreach, promoting an evidence-based approach to communications, and evaluating the impact of communication efforts.

Duties and Responsibilities:
The Communications Manager will lead the development and implementation of EDU's communication strategy, ensuring alignment with OECD policies. Responsibilities include managing the communications team, overseeing budget and resources, and maintaining high standards of project management and quality control. The manager will establish effective relationships with the Directorate for Communications (COM) and represent EDU in various international dialogues. They will also build strategic partnerships with key stakeholders in education and skills, manage public launches of publications and events, and stay informed about OECD-wide priorities related to education and skills.

Required Qualifications:
Candidates must possess an advanced university degree in communications, media, international relations, or a related field. A minimum of five years of relevant work experience in education and skills communications is required, with a preference for seven years. Applicants should demonstrate strategic leadership experience, project management skills, and the ability to innovate and influence stakeholders. Strong storytelling abilities and experience in managing staff are essential, along with proficiency in IT tools and social media platforms.

Educational Background:
An advanced university degree in a relevant field such as communications, media, or international relations is required for this position. This educational background is crucial for understanding the complexities of communication strategies and public relations in an international context.

Experience:
The ideal candidate should have at least five years of relevant experience, preferably seven, in communications related to education and skills. This experience should include strategic leadership roles, project management, and the ability to adapt content for diverse audiences. Proven experience in managing teams and handling communications for government, business, or media is also essential.

Languages:
Fluency in one of the two OECD official languages, English or French, is mandatory, along with knowledge of the other language. A commitment to achieving a good working level in the second language is expected. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to engage with a broader audience.

Additional Notes:
The position offers an open-ended appointment with no foreseen end date. The monthly salary starts at 7,644.78 EUR, with additional allowances based on eligibility and exempt from French income tax. The selection process may include video-recorded interviews, job-based assessments, and panel interviews.
