Job Overview: The Emergency Response Manager (ERM) will be responsible for overseeing the overall emergency response program in Sudan. This role involves contributing to the coordination, quality response, management, and reporting of activities under NRC’s ECHO-funded Rapid Response Mechanism (RRM). The ERM will provide technical supervision to emergency response teams in the field, ensuring effective responses to rapid onset crises related to conflict displacement and natural disasters. The position requires collaboration with Area Managers, Emergency Coordinators, and other relevant departments to coordinate emergency preparedness plans and oversee emergency activities across NRC’s geographical spread in Sudan. The ERM will also act as the focal point for a forthcoming ECHO-funded RRM consortium, supporting representation, technical backstopping, and harmonization of approaches across consortium partners.
Duties and Responsibilities: The Emergency Response Manager will have a range of responsibilities, including ensuring adherence to NRC policies and procedures, overseeing strategic development and operational management of emergency response interventions, and developing robust emergency setups based on needs analysis. Specific duties include providing regular data on context analysis and early warning indicators, maintaining an up-to-date emergency preparedness plan, managing emergency preparedness and response projects, ensuring effective coordination with UN and I/NGO partners, and representing the RRM Consortium to external stakeholders. The ERM will also be responsible for budget management, ensuring adherence to financial and logistical procedures, and developing procurement and recruitment plans.
Required Qualifications: Candidates must possess at least four years of experience in a humanitarian programming environment, including three years in a senior project management position. Previous experience in implementing emergency program cycles in complex and volatile contexts is essential. Knowledge and skills in cash-based programming and market analysis are required, along with emergency response expertise, particularly in Rapid Response Mechanisms. Technical expertise in one of NRC’s Core Competencies (such as cash, Shelter/NFI, WASH, LFS, or Camp Management) is an added advantage. Candidates should have documented results related to the position’s responsibilities and fluency in English, both written and verbal, along with computer literacy in Microsoft Office, particularly Excel.
Educational Background: A relevant educational background is required for this position, typically including a degree in a field related to humanitarian assistance, international development, or a similar area. Advanced degrees or specialized training in emergency response or project management may be beneficial.
Experience: The position requires a minimum of four years of experience in a humanitarian programming environment, with at least three years in a senior project management role. Candidates should have experience in emergency program implementation, particularly in fragile and volatile contexts, and should demonstrate a strong understanding of the humanitarian landscape in Sudan.
Languages: Fluency in English is mandatory, both written and verbal. Knowledge of Arabic is considered an advantage, as it may facilitate communication and understanding in the local context.
Additional Notes: The duty station for this position is Geneina, Sudan, with a salary grade of 9 on NRC’s international salary scale. The contract duration is for one year, with the possibility of extension. The role requires significant travel, estimated at 70%.
