Job Overview:
The position of National Consultant for Biodiversity Protection is aimed at strengthening the implementation of legislative and regulatory frameworks related to biodiversity protection within protected areas in Burundi. The consultant will be responsible for assessing current biodiversity policies, identifying gaps, and proposing actionable recommendations to enhance the effectiveness of biodiversity conservation efforts. This role requires a deep understanding of environmental laws and regulations, as well as the ability to engage with various stakeholders, including government agencies, local communities, and international organizations. The consultant will work closely with UNDP and other partners to ensure that biodiversity protection measures are effectively integrated into national and local development plans.

Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a comprehensive review of existing biodiversity legislation and regulations in Burundi.
  • Identify gaps and challenges in the current legal framework that hinder effective biodiversity protection.
  • Engage with stakeholders, including government officials, NGOs, and local communities, to gather insights and perspectives on biodiversity issues.
  • Develop a set of recommendations for improving biodiversity legislation and regulatory practices.
  • Prepare detailed reports and presentations summarizing findings and recommendations.
  • Facilitate workshops and training sessions to raise awareness about biodiversity protection among stakeholders.
  • Collaborate with UNDP and other partners to implement proposed changes and monitor progress.
  • Provide technical support and guidance to government agencies in the development of biodiversity policies.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A strong background in environmental science, law, or a related field.
  • Proven experience in biodiversity conservation, environmental policy, or natural resource management.
  • Excellent analytical and research skills, with the ability to synthesize complex information.
  • Strong communication and interpersonal skills, with experience in stakeholder engagement.
  • Familiarity with international biodiversity agreements and conventions.
  • Ability to work independently and as part of a team, demonstrating initiative and problem-solving skills.

Educational Background:
Candidates should have at least a Master's degree in environmental science, environmental law, natural resource management, or a related field. A Ph.D. in a relevant discipline would be an advantage, particularly for those with a focus on biodiversity and conservation issues.

Experience:
The position requires a minimum of 5 years of relevant professional experience in biodiversity conservation, environmental policy development, or related fields. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Candidates should also have a track record of successfully managing projects and engaging with diverse stakeholders.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Burundi. Proficiency in English is also required, as it will facilitate communication with international partners and stakeholders. Knowledge of local languages would be an asset, enhancing engagement with local communities.

Additional Notes:
This consultancy position is for a duration of 6 months, with the possibility of extension based on project needs and performance. The consultant will be engaged on an individual contractor basis, and the position is full-time. Compensation will be commensurate with experience and qualifications, following UNDP's guidelines.
