Job Overview:
The Legal/law" style="border-bottom: 1px dotted #007bff !important;">Labour Law Officer position is situated within the Freedom of Association Branch (LIBSYND) of the International Labour Standards Department (NORMES) at the ILO. This role is crucial in supporting the ILO's mission to enhance the relevance of international labor standards in the contemporary world of work. The officer will be responsible for providing legal and policy services related to international labor standards, particularly focusing on freedom of association and collective bargaining. The position requires a deep understanding of labor law and the ability to analyze and interpret international conventions and national legislation. The officer will work closely with ILO supervisory bodies and provide technical assistance to member states, ensuring compliance with international labor standards. The role also involves conducting legal research, drafting reports, and contributing to the development of training materials aimed at enhancing the capacity of ILO constituents.

Duties and Responsibilities:
  • Provide legal and policy services to support international labor standards, focusing on conventions related to freedom of association and collective bargaining.
  • Examine reports from governments and organizations regarding compliance with international labor standards and prepare necessary documentation.
  • Conduct comparative analyses of national laws against international standards and draft comments to support technical advice.
  • Undertake legal research on issues related to labor standards and propose research topics for further exploration.
  • Draft responses to inquiries regarding labor law and international standards.
  • Contribute to the drafting and peer review of reports and other documents related to labor law.
  • Participate in planning and implementing technical assistance activities.
  • Provide support for meetings and workshops, including documentation and procedural assistance.
  • Develop legal and policy knowledge products and contribute to their dissemination. 1
  • Identify capacity development needs and prepare training materials. 1
  • Support national consultations to promote ILO standards and engage with stakeholders. 1
  • Contribute to development cooperation projects and provide technical support for their implementation. 1
  • Assist in preparing work plans that align with constituents' needs. 1
  • Stay updated on labor law developments and international standards. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in law. Alternatively, a first-level university degree (Bachelor’s or equivalent) in law, combined with two additional years of relevant experience, will be accepted. The position requires a strong foundation in international labor law and industrial relations, with at least five years of relevant experience. Candidates should demonstrate excellent legal research and drafting skills, as well as the ability to analyze complex legal issues and provide sound policy advice. Strong communication skills and the ability to work collaboratively in a multicultural environment are essential.

Educational Background:
An advanced level university degree (Master’s or equivalent) in law is required for this position. A first-level university degree (Bachelor’s or equivalent) in law may be accepted if accompanied by two additional years of relevant experience. This educational background is critical for understanding the complexities of international labor law and the application of legal principles in various contexts.

Experience:
The position requires a minimum of five years of experience in international labor law and/or industrial relations. This experience should include working with international labor standards and providing legal advice or technical assistance in a relevant context. Candidates should have a proven track record of conducting legal research, analyzing legislation, and drafting legal documents. Experience working with ILO constituents or in a similar international organization is highly desirable.

Languages:
Candidates must have an excellent command of Spanish and a working knowledge of at least one of the ILO's other working languages (English or French). A working knowledge of a third language would be advantageous. Proficiency in these languages is essential for effective communication and collaboration within the organization and with member states.

Additional Notes:
The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance and organizational needs. The successful candidate will be subject to a probationary period of two years.
