Job Overview: The Senior Specialist in Employment Policy Frameworks will be a key member of the ILO Decent Work Technical Support Team and Country Office for the Andean Countries (DWT/CO-Lima). This position is crucial for providing high-quality technical assistance to ILO constituents and national institutions in the Andean region, focusing on comprehensive employment policy frameworks. The incumbent will primarily work on youth employment policies, labor market programs, and the transition to formality. They will also coordinate green jobs programs and support the integration of migrant populations into the labor market. The role requires collaboration with various stakeholders, including multilateral development banks and UN agencies, to advance the Decent Work Agenda and ensure effective implementation of policies that promote social justice and equitable labor practices.
Duties and Responsibilities:
Lead the design and development of comprehensive employment policy frameworks, focusing on youth, women, and older adults, ensuring alignment with the Decent Work Agenda.
Provide expert policy advice to ILO constituents, promoting inclusive and gender-responsive policies.
Facilitate the participation of employers' and workers' organizations in policy design and implementation.
Contribute to the design and implementation of Decent Work Country Programmes (DWCPs) and UN development frameworks.
Conduct innovative research and analysis to inform public employment policies.
Develop and disseminate technical knowledge products and tools related to employment policy frameworks.
Oversee the drafting of reports and publications for various ILO meetings.
Strengthen the capacity of constituents to implement employment policies and monitor their impact.
Identify and develop partnerships with stakeholders to advance ILO objectives. 1
Represent the ILO at seminars and conferences, advocating for comprehensive employment policies. 1
Formulate development cooperation project proposals aligned with ILO priorities. 1
Required Qualifications: Candidates must possess an advanced level university degree (Master’s or equivalent) in economics. A first-level university degree (Bachelor’s or equivalent) in economics, combined with two additional years of relevant experience, may be accepted. Additional specialization in labor economics, green jobs, or sustainable development is advantageous. Candidates should have at least seven years of experience in public policy design and implementation, particularly in employment promotion and labor formalization, with international experience being a plus. Experience within the ILO or other UN agencies is also considered beneficial.
Educational Background: The educational requirement for this position includes an advanced level university degree (Master’s or equivalent) in economics. Alternatively, a first-level university degree (Bachelor’s or equivalent) in economics, along with two additional years of relevant experience, will be accepted. Additional qualifications in labor economics, green jobs, or sustainable development are considered an asset.
Experience: The position requires a minimum of seven years of experience in designing and implementing public policies related to employment promotion, labor formalization, or the inclusion of marginalized groups in the labor market. Experience at the international level, particularly with the ILO or other UN agencies, is highly valued and will enhance a candidate's application.
Languages: Candidates must have an excellent command of Spanish and a working knowledge of English. It is essential for external candidates whose mother tongue is not one of the ILO's working languages to possess a satisfactory working knowledge of at least one of these languages and be willing to learn a second working language during their initial years of service.
Additional Notes: The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance and conduct. The successful candidate will be subject to a probation period of two years.
