Job Overview:
The National Consultant will be responsible for reviewing, improving, and finalizing the proposed National Climate Change Financing Mechanism Framework and Operational Manual. This role is crucial for integrating climate change adaptation into Tanzania’s planning processes. The consultant will work closely with stakeholders to ensure that the framework aligns with national priorities and international best practices. The assignment is expected to take 30 working days, during which the consultant will analyze existing frameworks, gather input from relevant parties, and develop a comprehensive operational manual that facilitates effective climate change financing in Tanzania.

Duties and Responsibilities:
  • Conduct a thorough review of the existing National Climate Change Financing Mechanism Framework and identify areas for improvement.
  • Engage with stakeholders, including government agencies, NGOs, and community representatives, to gather insights and feedback on the proposed framework.
  • Develop recommendations for enhancing the framework to ensure it meets the needs of Tanzania’s climate adaptation strategies.
  • Draft and finalize the Operational Manual that outlines the processes and procedures for implementing the financing mechanism.
  • Ensure that the framework and manual are aligned with national policies and international climate agreements.
  • Prepare and present reports on findings and recommendations to UNDP and relevant stakeholders.
  • Facilitate workshops and meetings to discuss the proposed changes and gather further input.
  • Provide ongoing support and guidance during the implementation phase of the financing mechanism.

Required Qualifications:
  • Proven experience in climate change policy development and financing mechanisms.
  • Strong understanding of Tanzania’s climate change context and adaptation needs.
  • Excellent analytical and research skills.
  • Ability to engage effectively with a wide range of stakeholders, including government officials, NGOs, and community groups.
  • Strong communication skills, both written and verbal, in English.
  • Familiarity with UNDP’s operational procedures and guidelines is an advantage.

Educational Background:
A Master’s degree in Environmental Science, Climate Change, Public Policy, or a related field is required. A PhD in a relevant discipline would be an asset.

Experience:
At least 5 years of professional experience in climate change adaptation, policy development, or related fields is required. Experience working with international organizations, particularly UN agencies, is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of Kiswahili is an advantage but not required.

Additional Notes:
This position is for an individual contractor and is expected to be completed within 30 working days. The consultant will work remotely but may be required to attend meetings in Tanzania as necessary. The contract duration is temporary, and the consultant will be compensated based on the agreed terms in the contract.
