Job Overview:
The Operations Analyst position is crucial for providing technical assistance and support to the Operations Unit in Madagascar and the FAO Country Office in Seychelles. The role involves facilitating the implementation and monitoring of projects, ensuring that all operational aspects are managed effectively. The Operations Analyst will work closely with the FAO Programme Coordinator and Project Team Leader to monitor ongoing projects, manage financial and administrative tasks, and support the organization of meetings with national partners and stakeholders. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various teams to achieve project goals. The Operations Analyst will also be responsible for maintaining accurate records, ensuring timely payments to suppliers, and managing procurement processes, thereby contributing to the overall efficiency and effectiveness of the FAO's operations in the region.

Duties and Responsibilities:
The Operations Analyst will have a diverse set of responsibilities, including but not limited to: supporting the FAO Programme Coordinator and Project Team Leader in monitoring ongoing projects; facilitating meetings with national partners, donors, and stakeholders; assisting in the organization of job advertisements; collaborating with Procurement and Finance Units to ensure timely supplier registration and payments; managing procurement of goods and services; maintaining organized electronic and physical filing systems; establishing operations data recording and monitoring systems; ensuring timely provision of project inputs; maintaining an updated inventory of supplies and project assets; coordinating travel arrangements and logistics for project-related missions; addressing IT issues in collaboration with the FAO Representation office; preparing procurement-related documents; and participating in training provided by FAO. The Operations Analyst will also be expected to perform any other duties as assigned, demonstrating flexibility and adaptability in a dynamic work environment.

Required Qualifications:
Candidates must possess a Master’s Degree or equivalent in management, accounting, economics, public or business administration, or a related field. Additionally, a minimum of 5 years of experience in administration, finance, or management is required. Candidates should have a good working knowledge of English and limited knowledge of French. Seychellois nationality is also a requirement for this position. The ideal candidate will demonstrate strong administrative and organizational skills, computer literacy, and the ability to provide team leadership and motivation. Furthermore, the candidate should be capable of working independently with minimal supervision and possess the ability to meet deadlines while adapting to emerging opportunities.

Educational Background:
The educational background required for the Operations Analyst position includes a Master’s Degree or an equivalent qualification in a relevant field such as management, accounting, economics, public or business administration. It is essential that the educational qualifications are obtained from an institution accredited or recognized in the World Higher Education Database (WHED). This ensures that the candidate has received a quality education that meets international standards, which is crucial for the responsibilities associated with this role.

Experience:
The position requires a minimum of 5 years of relevant experience in administration, finance, or management. This experience should demonstrate the candidate's ability to handle complex operational tasks, manage financial aspects of projects, and work collaboratively with various stakeholders. The candidate should have a proven track record of successfully managing projects and providing administrative support in a dynamic environment, showcasing their ability to adapt to changing circumstances and meet deadlines effectively.

Languages:
The mandatory language requirement for this position is a good working knowledge of English. Additionally, candidates should have a limited knowledge of French, which is considered beneficial for communication within the organization and with local partners. Proficiency in these languages will enable the Operations Analyst to effectively engage with diverse stakeholders and contribute to the successful implementation of projects.
