Job Overview:
The position of Disaster Risk Management Team Member is crucial for supporting the Insurance and Risk Financing Facility (IRFF) of UNDP Viet Nam. The selected candidate will work as part of a three-member team tasked with developing compulsory disaster risk insurance for public assets. This role involves collaborating with the Ministry of Finance to establish criteria and methodologies for identifying public assets that are critical and eligible for disaster risk insurance. The team member will be responsible for creating evidence-based methodologies that assess risks and values associated with public assets, considering their vulnerability to natural disasters. The ultimate goal is to develop comprehensive disaster risk financing solutions that will aid the Government of Vietnam in mitigating the physical and financial impacts of natural hazards.

Duties and Responsibilities:
  • Collaborate with the Ministry of Finance to define the scope and criteria for public assets eligible for disaster risk insurance.
  • Develop a comprehensive methodology for assessing risks and values of public assets, including both monetary and non-monetary aspects.
  • Analyze the socio-economic impact of public assets on growth and welfare, business continuity, and disaster recovery.
  • Propose implementation strategies for disaster risk insurance that align with Vietnamese legal frameworks.
  • Engage with key stakeholders to clarify roles and responsibilities in the assessment process.
  • Prepare detailed reports and presentations on findings and recommendations.
  • Ensure compliance with UNDP guidelines and standards throughout the project.

Required Qualifications:
  • Proven expertise in disaster risk management, insurance, or related fields.
  • Strong analytical skills with experience in risk assessment methodologies.
  • Familiarity with Vietnamese legal frameworks related to disaster risk and insurance.
  • Excellent communication and interpersonal skills to engage with stakeholders effectively.
  • Ability to work independently and as part of a team in a multicultural environment.
  • Proficiency in project management and report writing.

Educational Background:
A minimum of a Master’s degree in Disaster Risk Management, Environmental Science, Finance, or a related field is required. Additional certifications in risk assessment or insurance will be considered an advantage.

Experience:
At least 5 years of relevant professional experience in disaster risk management, insurance, or financial risk assessment is required. Experience working with government agencies or international organizations is highly desirable. Proven track record of developing methodologies and strategies for disaster risk financing is a plus.

Languages:
Fluency in English is mandatory. Proficiency in Vietnamese is highly desirable, as it will facilitate communication with local stakeholders and authorities. Knowledge of other languages may be beneficial but is not required.
