Job Overview:
The Infrastructure Specialist position at the World Bank Group is a critical role within the Europe and Central Asia (ECA) Infrastructure Practice Group. This position is designed for a seasoned professional who will support strategic projects and analytical studies in Albania and select Western Balkans countries. The focus will be on promoting green, resilient, and sustainable infrastructure while enhancing private sector participation. The role requires collaboration with various stakeholders, including public and private sector partners, to identify, prepare, and implement infrastructure projects that address the region's unique challenges. The specialist will also engage in policy dialogue and provide technical expertise to improve project outcomes, ensuring that infrastructure development aligns with the World Bank's mission of fostering economic growth and reducing poverty.

Duties and Responsibilities:
The Infrastructure Specialist will have a diverse set of responsibilities, including co-leading and supporting task teams in the identification, preparation, and implementation of infrastructure projects. This includes leading analytical studies related to infrastructure provision, participating in policy dialogues with external partners, and providing technical expertise during project implementation. The specialist will conduct site inspections, interact with national and local authorities, and contribute to the preparation of strategic instruments and policy notes. Additionally, the role involves staying updated on sector developments, identifying knowledge gaps, and disseminating relevant information to clients. The specialist will also participate in discussions regarding the preparation of Systematic Country Diagnostics and Country Partnership Frameworks, ensuring alignment with the World Bank's strategic objectives.

Required Qualifications:
Candidates must possess a Master's degree in infrastructure engineering, planning, economics, or a related field. A minimum of five years of professional experience in the infrastructure sector is required, with a preference for experience in the transport sector. The ideal candidate will have a proven track record in designing and implementing infrastructure projects, a solid understanding of procurement processes, and strong project management skills. Experience working with cross-sectoral teams and leading dialogues with multiple stakeholders is essential. Proficiency in English is mandatory, and fluency in Albanian is crucial for effective communication with local partners.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as infrastructure engineering, infrastructure planning, or economics. This advanced education is essential to equip the candidate with the necessary knowledge and skills to address complex infrastructure challenges and contribute to the World Bank's mission effectively.

Experience:
The position requires a minimum of five years of professional experience in the infrastructure sector, with a strong preference for candidates who have worked in the transport sector. Experience in additional infrastructure sectors is also valuable. Candidates should demonstrate a proven ability to design and implement infrastructure projects, as well as experience working on programs financed by the World Bank or other development partners. Familiarity with the EU accession process and previous experience in State-Owned Enterprise reforms will be advantageous.

Languages:
Fluency in English is a mandatory requirement for this position, as it is essential for communication within the World Bank and with international partners. Additionally, proficiency in Albanian is crucial for engaging with local stakeholders and ensuring effective collaboration on infrastructure projects. Knowledge of other languages relevant to the Western Balkans region may be considered an asset.
