Job Overview:
The Senior Adviser/Chief Evaluation Officer will play a crucial role in leading the evaluation strategy for the Independent Evaluation Group (IEG) within the World Bank Group. This position involves providing direct advice to the Vice-President/Director General of Evaluation and working closely with the Director of Strategy and Operations and the Head of Methods. The Chief Evaluation Officer will be responsible for developing and implementing a comprehensive evaluation strategy that includes macro, micro, and intermediary evaluations, ensuring the quality and relevance of evaluations, and promoting evaluation as a public good. The role also includes leading the Global Evaluation Initiative, which focuses on enhancing evaluation capacity in developing countries and fostering knowledge sharing within the evaluation community. The successful candidate will be expected to engage with various stakeholders, including member countries, to build effective monitoring and evaluation partnerships and systems.

Duties and Responsibilities:
The Chief Evaluation Officer will have a wide range of responsibilities, including: leading the development and implementation of the IEG evaluation strategy; ensuring quality control of evaluations; guiding the Global Evaluation Initiative in evaluation capacity development; representing IEG at key evaluation conferences; promoting evaluation as a public good; advising on evaluation design and methods; engaging in evaluation capacity building activities; and collaborating with various teams to enhance the impact and influence of IEG. The role requires a proactive approach to identifying and addressing evaluation challenges and opportunities, as well as fostering a culture of learning and accountability within the organization.

Required Qualifications:
Candidates must possess at least a Master's degree in a relevant field and have significant experience in designing, conducting, and leading independent evaluations. A minimum of 15 years of evaluation experience is typically required, with at least five years spent in an independent evaluation function within an international financial institution. The ideal candidate will have a strong analytical aptitude, demonstrated through a track record of contributions to development evaluations, publications, and presentations at evaluation conferences. Additionally, candidates should have excellent communication, diplomatic, and negotiating skills, as well as the ability to build and maintain partnerships with colleagues and clients.

Educational Background:
A Master's degree in a directly relevant area of expertise is required for this position. Candidates with advanced degrees or specialized training in evaluation, social sciences, or related fields will be preferred, as these qualifications will enhance their ability to contribute effectively to the evaluation strategy and practices of the IEG.

Experience:
The position requires a substantial level of experience, typically 15 years or more, in the field of evaluation. Candidates should have a proven track record of leading independent evaluations, particularly within the context of international financial institutions. Experience in advising evaluation teams on design and methods for various types of evaluations, as well as engaging in capacity-building activities, is essential. The ability to represent evaluation agencies at high-level forums and engage with senior government officials is also important.

Languages:
Fluency in English is mandatory for this position. While additional languages are not specified as required, proficiency in other languages may be considered an asset, particularly in enhancing communication and collaboration with diverse stakeholders.
