Job Overview:
The UN Volunteer Programme and Infrastructure Specialist will play a crucial role in supporting the planning and implementation of infrastructure projects within the UNDP's stabilization program in Chad. This position involves coordinating technical assistance, providing programmatic management, and ensuring that infrastructure and livelihood activities align with international standards and best practices. The specialist will work closely with local authorities, UN agencies, NGOs, and donors to foster effective partnerships and resource mobilization efforts. The role requires a proactive approach to identifying innovative initiatives and ensuring that the program is implemented effectively in the provinces of Lake and Hadjer Lamis. The specialist will also be responsible for conducting assessments, preparing project documentation, and ensuring that the program's objectives are met in a timely and efficient manner.

Duties and Responsibilities:
The duties and responsibilities of the UN Volunteer Programme and Infrastructure Specialist include:
  • Planning and Coordination: Provide substantial support in planning and implementing the program and infrastructure projects throughout their life cycle; coordinate technical assistance regarding design, procurement, implementation, supervision, and monitoring; provide programmatic management and administrative support; implement assigned program activities according to the annual work plan; prepare work plans, budgets, and proposals; monitor partnership documents and maintain good relations with stakeholders; organize and facilitate meetings and events related to program implementation; lead needs assessments and feasibility studies; identify innovative initiatives for stabilization; and ensure regular coordination of field activities.
  • Partnership Building and Resource Mobilization: Work closely with local authorities, UN agencies, NGOs, and donors to ensure effective coordination; provide technical support for developing strategic partnerships; contribute to the management of partnerships with provincial and national organizations.
  • Programmatic Leadership and Overall Management: Conduct detailed assessments to identify infrastructure and livelihood needs; assist in preparing project documentation and progress reports; identify risks and challenges and advise on mitigation strategies; ensure visibility and public awareness of ongoing results; promote innovative technologies in infrastructure design; participate in knowledge-sharing activities; and support capacity-building exercises.

Required Qualifications:
Candidates must possess a strong background in program management, infrastructure development, and partnership building. They should demonstrate excellent coordination skills, adaptability, and a commitment to inclusive and sustainable development. The ideal candidate will have a proven ability to work in complex environments and engage effectively with diverse stakeholders, including government, civil society, and community actors. Strong analytical and problem-solving skills are essential, along with the ability to synthesize data into actionable knowledge for programming decisions.

Educational Background:
A relevant educational background is required, typically including a degree in civil engineering, architecture, urban planning, or a related field. Advanced degrees or specialized training in project management, infrastructure development, or humanitarian assistance may be advantageous. Candidates should also have a solid understanding of international development principles and practices, particularly in the context of stabilization and recovery programming.

Experience:
Candidates should have a minimum of 3-5 years of relevant professional experience in program management, infrastructure projects, or related fields. Experience working in challenging environments, particularly in conflict-affected areas, is highly desirable. Familiarity with UNDP operations and stabilization programming will be considered an asset. Proven experience in conducting assessments, managing partnerships, and mobilizing resources is also important.

Languages:
Fluency in English is mandatory, while proficiency in French is highly desirable. Knowledge of local languages spoken in Chad may be an advantage, as it can facilitate communication with local communities and stakeholders.

The position is based in Massakory, Chad, which presents unique living and working conditions. The role may involve travel to other intervention areas, which can be limited during the rainy season. The initial contract is issued upon arrival and may be extended based on operational necessity and satisfactory performance. UN Volunteers receive a Volunteer Living Allowance (VLA) to cover basic needs, calculated using a base rate and adjusted for the duty station's cost of living. The VLA is paid monthly and includes allowances for those with dependents.
