Job Overview: The position of IC-National Consultant for the Establishment of Loss Tracking system/database is aimed at providing technical support to the Ethiopian Disaster Risk Management Commission. The consultant will be responsible for establishing a comprehensive national disaster damage and loss tracking system/database that will facilitate the collection, analysis, and reporting of data related to disaster impacts. This role is crucial in enhancing the country's disaster risk governance and recovery capacities. The consultant will work closely with various stakeholders, including government agencies, local communities, and international partners, to ensure that the system is effectively integrated into existing frameworks and meets the needs of all users. The consultant is expected to have a deep understanding of disaster risk management principles and practices, as well as experience in data management and analysis.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Conducting a comprehensive assessment of existing disaster damage and loss tracking systems in Ethiopia and identifying gaps and areas for improvement.
Collaborating with the Ethiopian Disaster Risk Management Commission to design and develop a user-friendly database that captures relevant data on disaster impacts.
Providing training and capacity-building support to stakeholders on how to use the new system effectively.
Developing guidelines and standard operating procedures for data collection, management, and reporting.
Ensuring that the system is aligned with national and international standards for disaster risk management.
Facilitating stakeholder consultations to gather input and feedback on the system's design and functionality.
Monitoring and evaluating the implementation of the tracking system and making recommendations for enhancements as needed.
Required Qualifications: Candidates must possess a strong background in disaster risk management, data management, or a related field. They should have proven experience in developing and implementing tracking systems or databases, particularly in the context of disaster management. Familiarity with the Ethiopian context and the specific challenges related to disaster risk is highly desirable. Additionally, candidates should demonstrate strong analytical skills, attention to detail, and the ability to work collaboratively with diverse stakeholders.
Educational Background: A minimum of a Master's degree in disaster risk management, environmental science, data science, or a related field is required. Candidates with a Bachelor's degree combined with extensive relevant experience may also be considered. Specialized training or certifications in disaster risk management or data management will be an advantage.
Experience: The ideal candidate should have at least 5 years of professional experience in disaster risk management, data analysis, or a related field. Experience working with government agencies, NGOs, or international organizations in Ethiopia or similar contexts is preferred. Proven track record of successfully implementing data management systems or similar projects is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages, particularly Amharic, is an asset and will be considered a plus, as it will facilitate communication with local stakeholders and communities.
Additional Notes: This position is a national consultancy role, and the consultant will be expected to work from Addis Ababa with travel to selected regions as necessary. The contract type is for an individual contractor, and the level of the position is classified as Level B.
