Job Overview: The Programme Coordinator will be responsible for coordinating and monitoring the implementation of activities related to the EmPower-II programme, which is a joint initiative between UNEP and UN Women. This role focuses on gender equality aspects in energy and climate actions, ensuring compliance with UNEP’s policies and procedures. The incumbent will engage with various stakeholders, including private sector partners and financial institutions, to facilitate high-quality project implementation. The position requires the development of comprehensive stakeholder engagements aimed at promoting women’s entrepreneurship in renewable energy, contributing to poverty reduction and climate-resilient development. The Programme Coordinator will also lead the design of training programs for climate-resilient livelihoods and support the implementation of renewable energy and gender-related activities within project outputs. The role demands a strategic approach to project planning and mobilization of resources, ensuring that gender equality is mainstreamed in national climate change frameworks and policies.
Duties and Responsibilities: The duties and responsibilities of the Programme Coordinator include: 1) Coordinating and monitoring the implementation of the EmPower-II programme activities, focusing on gender equality in energy and climate actions. 2) Developing and leveraging strategic partnerships with national and regional stakeholders, including the private sector and financial institutions. 3) Leading stakeholder engagements for women’s entrepreneurship in renewable energy. 4) Mobilizing private sector investments to facilitate women's access to energy enterprise opportunities. 5) Designing training and skill development programs for climate-resilient livelihoods. 6) Contributing to project communications with technical inputs and policy analysis. 7) Supporting the implementation of renewable energy and gender-related activities. 8) Planning regional and national project activities addressing equitable renewable energy access. 9) Mobilizing dialogue on gender equality and climate change at regional and global levels. 10) Providing technical support for the development of national strategies and policies. 11) Producing policy assessments and organizing national workshops. 12) Supporting publications and training materials related to renewable energy access. 13) Facilitating regional dialogue on gender and renewable energy access. 14) Preparing various written outputs, including reports and analyses. 15) Collecting and analyzing data to identify trends and provide insights for decision-making.
Required Qualifications: The position requires advanced knowledge and understanding of theories and concepts related to gender equality, climate change mitigation and adaptation, and renewable energy. The candidate must demonstrate the ability to conduct desk research, draft project proposals, and analyze data effectively. Strong organizational skills, the ability to manage conflicting priorities, and a commitment to gender perspectives in all areas of work are essential. The candidate should also possess excellent communication skills and the ability to build productive partnerships with clients and stakeholders.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as economics, political science, gender studies, engineering, energy science and technologies, environment, or business administration. A first-level university degree in these fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of five years of progressively responsible experience in the fields of gender and climate change, policy analysis, and development is required. Experience in project design and implementation, particularly with communities and women, is essential. Experience at both national and intergovernmental levels, especially in developing countries within the Asia Pacific region, is desirable. Additionally, at least two years of experience in data analytics or a related area is preferred.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN language, such as French, is desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' indicates a rating of 'confident' in two of the four areas.
Additional Notes: The appointment for this position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding. The position is classified as fixed-term appointment limited (FTA-limited).
