Job Overview: The Human Resources Officer position is integral to the Programme Management Unit at the Regional Office for the Arab States (ROAS) of UN-Habitat. The incumbent will be responsible for overseeing various human resource activities, ensuring compliance with UN rules and procedures. This role involves managing recruitment processes, performance appraisals, job classifications, and staff training. The officer will also provide essential information regarding staff conditions, entitlements, and staffing needs, while preparing cases for appointment and promotion bodies. Additionally, the officer will monitor the work of Human Resources Assistants and ensure the timely processing of contracts and payments for staff and consultants. The position requires a strong understanding of human resources management within the context of international organizations, particularly the UN system.
Duties and Responsibilities: The Human Resources Officer will undertake a variety of responsibilities, including:
Administering human resource activities such as recruitment, placement, promotion, and performance appraisal.
Providing information on conditions of service and entitlements under UN regulations.
Preparing staffing tables and monitoring unit staffing needs.
Presenting cases to appointment and promotion bodies and serving as ex-officio in examination boards.
Supervising Human Resources Assistants in administrative transactions and maintaining the human resources filing system.
Coordinating salaries and entitlements with UNDP and ensuring timely payments.
Assisting in the development of the unit’s work program and budget, monitoring expenditures, and reallocating resources as necessary.
Supporting financial reporting and liaising with relevant departments on budgetary matters.
Providing managerial and administrative information to senior management and assisting in project coordination. 1
Required Qualifications: Candidates must possess a strong understanding of staff and financial rules and regulations, with the ability to analyze and resolve issues effectively. The role requires excellent communication skills, both written and verbal, and the ability to tailor messages to different audiences. Candidates should demonstrate professionalism, efficiency, and a commitment to gender equality in all areas of work. The ability to plan and organize effectively, manage conflicting priorities, and work under pressure is essential. Additionally, candidates should be proficient in data collection and analysis, with a strong analytical mindset.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or a related field is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of two years of progressively responsible experience in business or public administration, finance, accounting, or human resources management is required. Experience with UN or international organization policies and procedures related to human resources management is desirable. Familiarity with ERP systems, particularly Umoja, is also preferred. Candidates with experience in data analytics or related fields will have an advantage.
Languages: Fluency in both English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of French or another official UN language is desirable, as it may enhance communication and collaboration within the organization.
Additional Notes: This position is open to nationals of Jordan only and is categorized as a National Professional Officer role. The initial contract is for one year, with the possibility of extension based on performance and funding availability. Candidates residing outside Jordan may be considered if no suitable local candidates are identified, but they will be responsible for relocation costs.
