Job Overview: The Monitoring and Data Analyst position is integral to the UNDP Moldova Strategic Support Unit (SSU), which aims to enhance strategic coherence and impactful development interventions across Moldova. The role involves supporting technical monitoring, data analytics, and evaluation processes to facilitate evidence-based decision-making. The incumbent will be responsible for data collection, analysis, and reporting, ensuring alignment with UNDP's monitoring and evaluation frameworks. This position requires collaboration with various stakeholders, including government institutions and civil society, to promote effective governance and support the advancement of digitalization and public service delivery. The Monitoring and Data Analyst will also contribute to capacity building and knowledge sharing within the organization and with partners, ensuring that monitoring and evaluation practices are robust and effective.
Duties and Responsibilities: The Monitoring and Data Analyst will have a comprehensive set of responsibilities, including:
Serving as the focal point for data collection in programmatic research, working closely with CO Programmes on results-based monitoring.
Conducting systematic data collection, cleaning, and analysis in compliance with UNDP's M&E frameworks.
Developing and maintaining dashboards, databases, and analytical tools to monitor key performance indicators.
Collaborating with the Policy Specialist on research initiatives and data collection activities.
Preparing analytical reports, policy briefs, and research publications to support strategic planning.
Enhancing monitoring, evaluation, and results reporting processes.
Organizing training and capacity-building activities on monitoring and evaluation.
Contributing to local and global knowledge networks and participating in relevant thematic discussions. 1
Performing other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Statistics, Data Analytics, Public Policy, Economics, Social Sciences, or a related discipline. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional 2 years of qualifying experience, will be considered. Proficiency in using computers and office software packages (MS Word, Excel, etc.) is essential, along with advanced knowledge of spreadsheet and database management tools. Familiarity with statistical software (e.g., SPSS, R, and/or Python) and data analytics methodologies is required. Strong analytical skills and the ability to translate complex data into actionable insights are crucial for this role.
Educational Background: The educational background required for this position includes an advanced university degree (master's degree or equivalent) in relevant fields such as Statistics, Data Analytics, Public Policy, Economics, or Social Sciences. Candidates with a bachelor's degree in these areas, along with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of data analytics and monitoring and evaluation processes.
Experience: The position requires a minimum of 2 years of relevant work experience in data analytics, monitoring and evaluation, research, or a related field for candidates with a master's degree. For those with a bachelor's degree, a minimum of 4 years of relevant experience is required. Experience working with international organizations, particularly in a monitoring and evaluation context, is desirable. Candidates should have a proven ability to develop and implement data collection methodologies and experience interacting with key stakeholders to support research and evidence-based decision-making.
Languages: Fluency in English and Romanian is mandatory for this position. Additionally, knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset. This linguistic proficiency is important for effective communication and collaboration with diverse stakeholders in the region.
