Job Overview:
The consultant will be engaged as part of the Migration, Business and Human Rights in Asia programme (MBHR Asia) to conduct research aimed at developing the Department of Migrant Workers’ (DMW) standard Quality Management System (QMS) requirements for Philippine Recruitment Agencies (PRAs). The consultant's research will ensure that these QMS requirements align with international human rights standards and fair recruitment principles. The consultant will be responsible for mapping international human rights standards, identifying key management system elements, documenting best practices, and presenting findings and recommendations to IOM and DMW. This role requires high-quality research and writing skills, adherence to IOM's branding guidelines, and collaboration with various stakeholders.

Duties and Responsibilities:
  • Conduct comprehensive mapping of relevant international human rights standards and best practices in recruitment processes, including selection and training of recruitment agency staff, selection of employer clients, recruitment and deployment of workers, monitoring of workers, and compliance with reporting requirements.
  • Identify key management system elements critical for adherence to international standards.
  • Document 1-2 best practice examples demonstrating the application of management system elements in recruitment processes.
  • Present research findings and actionable recommendations to the Department of Migrant Workers and IOM.
  • Ensure all outputs are of high quality and follow IOM's House style manual and brand guidelines.
  • Collaborate with the DMW and other consultants involved in the project.

Required Qualifications:
Candidates must possess a minimum of a bachelor’s degree in economics, business management, public policy, social science, international relations, international development, migration studies, or related fields, along with at least seven years of relevant professional experience. Alternatively, candidates with an advanced degree should have a minimum of five years of relevant experience. Candidates should have substantial training and experience in social compliance management system development and implementation, familiarity with international frameworks on business and human rights, and in-depth knowledge of Philippine labor migration laws and policies. Strong communication and writing skills are essential, and candidates must provide samples of previous written work.

Educational Background:
A bachelor’s degree in a relevant field such as economics, business management, public policy, social science, international relations, international development, or migration studies is required. An advanced degree is preferred and may reduce the required years of experience. Candidates should have formal training in social compliance management systems, such as SA 8000, ISO 45001, and ISO 9001, and a strong understanding of human rights due diligence frameworks.

Experience:
Candidates should have a minimum of seven years of relevant professional experience with a bachelor’s degree or five years with an advanced degree. Experience in social compliance management system development and implementation is crucial, along with a solid understanding of international human rights standards and Philippine labor migration issues. Previous experience in conducting research and producing high-quality written outputs is also necessary.

Languages:
Fluency in English is mandatory, with strong communication skills required for effective collaboration and presentation of research findings. Additional language skills may be beneficial but are not specified as mandatory.

Additional Notes:
This position is a contract role lasting for three months, with a day shift schedule. The consultant may work remotely but may also need to travel within Metro Manila for in-person meetings. The contract includes specific deliverables with payment milestones based on the completion of research outputs. Candidates must submit a detailed financial proposal, a CV, a cover letter, an IOM Personal History Form, and samples of previous work.
