Job Overview:
The Associate Finance and Management Officer plays a crucial role in supporting the operational and financial activities of the Department of Nuclear Sciences and Applications. This position involves assisting with budget management, financial reporting, and ensuring compliance with financial regulations. The officer will work closely with the Departmental Administrative Officer to streamline processes and improve efficiencies. The role requires collaboration with various departments to facilitate budget submissions, monitor financial performance, and provide analytical support. The officer will also be responsible for coordinating travel plans and event organization, ensuring adherence to established guidelines and procedures. This position is essential for maintaining the financial integrity and operational effectiveness of the department.

Duties and Responsibilities:
  • Monitor and report on operational and financial processes within the Department of Nuclear Sciences and Applications, identifying challenges and proposing solutions.
  • Assist the Administrative Officer in preparing budget submissions, ensuring accuracy and compliance with program guidelines.
  • Support forecasting and monitoring of budget implementation for Regular Budget (RB) and Extrabudgetary (EB) funds.
  • Provide accounting support, including processing payments for consultants and experts, and facilitating financial reporting.
  • Coordinate and review meeting and travel plans, ensuring compliance with procedures for event organization and hospitality requests.
  • Advise on travel issues, verify travel claims, and review host country agreements.
  • Provide centralized support for various departmental processes and activities, ensuring quality checks for incoming requests requiring approval.
  • Review letters and agreements for completeness and adherence to agency templates.
  • Support other operational processes as required, ensuring effective communication and collaboration across departments.

Required Qualifications:
  • Bachelor's degree in Business Administration, Management, Economics, Finance, or a related field.
  • Minimum of two years of relevant experience in finance, program planning, monitoring, reporting, analysis, or a related field.
  • Excellent computer skills in common applications for word processing, data analysis, and report preparation.
  • Knowledge of Enterprise Resource Planning (ERP) applications, particularly ORACLE.
  • Experience in collecting, analyzing, and reporting statistical data, with familiarity in various methodologies and tools.
  • Strong oral and written communication skills in English; knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) is an asset.

Educational Background:
A Bachelor's degree is required, specifically in fields such as Business Administration, Management, Economics, Finance, or other related disciplines. This educational background is essential for understanding the financial and operational aspects of the role, as well as for effective communication and analysis within the department.

Experience:
Candidates should possess a minimum of two years of relevant experience in finance, program planning, monitoring, reporting, analysis, or a related field. This experience should demonstrate the ability to manage financial processes, analyze data, and support operational activities effectively. Familiarity with international organizations and their operational frameworks is advantageous.

Languages:
The mandatory language for this position is English, with excellent oral and written command required. Knowledge of other official IAEA languages such as Arabic, Chinese, French, Russian, and Spanish is considered an asset and may enhance a candidate's profile.

Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $55,163, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include a variable post adjustment, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks of annual leave, home leave travel, pension plan, and health insurance.
