Job Overview:
The Consultant for Climate Migration Study will play a crucial role in the second phase of the project 'Climate Migration in Urban Areas: Challenges, Perceptions, and Inclusion,' which is a collaborative initiative between IOM and the City of Paris. This position involves conducting a comprehensive study that aims to identify and analyze the measures and strategies implemented to address the adverse environmental factors of migration in urban settings, particularly in the context of climate change. The consultant will be expected to assess existing mechanisms for welcoming and integrating climate migrants, evaluate the participation of migrants in urban planning, and compare the approaches taken by Paris and Rio de Janeiro. The findings will contribute to strategic recommendations for both cities and enhance their resilience to climate impacts.

Duties and Responsibilities:
The consultant will be responsible for conducting a thorough documentary analysis of relevant reports, academic studies, and municipal documents. They will conduct qualitative interviews with key stakeholders, including representatives from local administrations, NGOs, and urban planning experts. The consultant will prepare a synthesis report that includes stakeholder mapping, a comparative analysis of public policies in both cities, and tailored recommendations for climate adaptation and environmental migration. Additionally, the consultant will present the findings in both Paris and Rio de Janeiro, ensuring that the results reflect the contributions of all consulted parties.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences, humanities, or related fields. They should have advanced knowledge and skills in research related to migration, the environment, climate change, and urban environments. Proficiency in Portuguese and English is mandatory, while knowledge of French is considered an advantage. Candidates must also have legal status allowing them to provide services, such as a SIRET number.

Educational Background:
A Master’s degree in social sciences, humanities, or a related field is required for this position. This educational background should provide the necessary theoretical and practical knowledge to conduct research on migration and environmental issues effectively.

Experience:
Candidates should have a proven track record in conducting research related to migration, climate change, and urban environments. Experience in qualitative research methods, including interviews and documentary analysis, is essential. Familiarity with the specific challenges of climate migration and urban adaptation strategies will be highly beneficial.

Languages:
Proficiency in Portuguese and English is mandatory for this position, as the consultant will be working with stakeholders in both Paris and Rio de Janeiro. Knowledge of French is advantageous and may enhance communication with local partners and stakeholders in Paris.

Additional Notes:
The study is expected to be conducted over a duration of 5 months, from May to September 202
  • The consultant will be required to deliver a series of reports and presentations, with specific deadlines for each deliverable. Payment for the consultancy will be made in two installments: 50% upon signing the contract and 50% after the final report is validated. The consultant will need to submit a brief proposal outlining their approach, experience, and a budget breakdown for the deliverables.
