Job Overview: The Programme Coordinator for the Spotlight Initiative will be responsible for the overall planning, implementation, and management of the Spotlight programme in Haiti. This role involves ensuring that the programme aligns with the Theory of Change and the country results framework while adhering to best practices and supporting innovation. The coordinator will work closely with various stakeholders, including government officials, civil society, and donors, to ensure successful implementation of the programme aimed at eliminating violence against women and girls. The position requires strategic thinking and collaboration across different pillars of the initiative, which focuses on legislative improvements, capacity building, social norms promotion, and survivor support services.
Duties and Responsibilities: The duties of the Programme Coordinator include designing and developing programme strategies related to gender-based violence (GBV), managing the implementation of the Spotlight programme, finalizing annual work plans and budgets, and overseeing technical implementation. The coordinator will also manage relationships with national partners, provide technical assistance, monitor programme implementation, and report on progress. Additionally, the role involves developing resource mobilization strategies, managing advocacy efforts, and ensuring quality reporting and communication with stakeholders. The coordinator will be responsible for organizing meetings, contributing to evaluations, and ensuring that the programme meets its objectives and performance indicators.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. The position requires strong programme formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management and GBV.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as social sciences, human rights, gender studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification would enhance a candidate's profile.
Experience: Candidates should have at least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects. A minimum of 3 years of technical experience in gender issues or GBV is required. Experience in coordinating with government agencies and donors, as well as working within the UN system, is considered an asset. Leadership experience in managing teams and coordinating Spotlight programmes is highly valued.
Languages: Fluency in French is mandatory for this position, while a working knowledge of English is also required. Proficiency in additional languages may be beneficial but is not specified as a requirement.
