Job Overview:
The Human Resources Officer position is situated within the Integrated Talent Acquisition and Management cluster of the Human Resources Division at FAO headquarters in Rome, Italy. The role is pivotal in ensuring compliance with HR policies and procedures while coordinating talent acquisition and management-related activities. This includes recruitment, selection, staffing, staff development, and ensuring duty of care for the workforce. The Human Resources Officer will be responsible for leading projects and work teams, providing HR expertise on organization-wide committees, and representing FAO at interagency meetings. The position requires a strategic approach to HR, focusing on the planning and delivery of multidisciplinary HR programs, products, and services, as well as the development of related policies and specialized tools and systems. The officer will analyze HR requirements and trends to support service delivery and new HR initiatives, contributing to the overall effectiveness of the organization’s human resources strategy.

Duties and Responsibilities:
The Human Resources Officer will oversee the planning of talent acquisition and management processes for senior staff categories, ensuring quality control and adherence to policies. Responsibilities include supervising the Talent Acquisition Team, managing the full recruitment cycle for senior positions, acting as Secretary of Selection Panels, and liaising with Senior Management on recruitment matters. The officer will track recruitment progress, prepare analytical HR reports, coordinate contract extensions, and contribute to the development of talent acquisition strategies. Additionally, the officer will research regulations and practices of other UN entities, develop guidance documents, identify training needs, and keep abreast of best practices in HR management. The role also involves enhancing HR capacity through workshops and sharing best practices among stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in human resources management, organizational development, or a related field. A minimum of seven years of relevant experience in human resources management is required, particularly in developing and implementing talent acquisition and management strategies. Proficiency in English (level C) and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) is mandatory. Competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.

Educational Background:
An advanced university degree in human resources management, organizational development, or a related field is required for this position. This educational background provides the necessary theoretical foundation and practical knowledge to effectively manage human resources in a complex international organization like FAO.

Experience:
The position requires a minimum of seven years of relevant experience in human resources management. This experience should include a strong focus on the development and implementation of talent acquisition and management strategies, as well as familiarity with HR policies and procedures. Experience in field positions and working in multiple locations is desirable, as it enhances the candidate's understanding of diverse HR challenges and practices.

Languages:
