Job Overview: The Programme Management Officer position is situated within the Publications, Conference and Knowledge Management Division (PCKMD) at ECA. The incumbent will report directly to the Director of PCKMD and will be responsible for assisting in the implementation, monitoring, and evaluation of various programs and operations within the Division. This role involves preparing dashboards for the Director to assess progress towards achieving the Division's goals, coordinating logistics, preparing documents and presentations, and managing participant engagement. The Programme Management Officer will play a vital role in ensuring that the Division's strategic objectives are met and that its operations run smoothly. The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to enhance operational efficiency and effectiveness.
Duties and Responsibilities: The Programme Management Officer will have a comprehensive set of responsibilities, including:
Coordinating and monitoring the programme of work by developing, implementing, and evaluating assigned programmes/projects; analyzing programme/project development and implementation; identifying issues and initiating corrective actions; and ensuring follow-up actions.
Collecting and analyzing performance data from each section to prepare presentations on PCKMD’s overall performance for senior leadership.
Reviewing and preparing annual and performance reports, strategic documents, and written outputs such as background papers and analyses.
Providing substantive support for meetings, conferences, and events, including logistics coordination and document preparation.
Coordinating budgetary operations, including preparing related documents and reports, and ensuring effective utilization of resources.
Supporting human resource activities, including recruitment, performance appraisal, and training, while ensuring compliance with UN rules and procedures.
Analyzing data to identify trends and providing insights through data visualization methods.
Monitoring progress in the three sections to ensure operational efficiency and alignment with the Secretary-General’s digital transformation strategy. 1
Performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of theories, concepts, and approaches relevant to Knowledge Management, Conference Management, and Information Communication Technology. They should have knowledge of administrative, budgetary, financial, and human resources policies and procedures, and the ability to apply UN administrative rules and regulations. The ability to identify and analyze issues, conduct independent research, and manage conflicting priorities is essential. Candidates should demonstrate professionalism, accountability, and teamwork, showing a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, project management, data management, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Additionally, a technical or vocational certificate in project/programme management is desirable.
Experience: Candidates must have a minimum of seven years of progressively responsible experience in project or programme management, business administration, or a related area. Experience in developing and presenting reports and data, as well as facilitating meetings, is required. At least two years of experience in data analytics or a related area is desirable. Experience in developing strategies for programme support and designing frameworks for inter-organizational collaboration is also advantageous. Familiarity with monitoring complex, interrelated projects is preferred.
Languages: Fluency in one of the working languages of the UN Secretariat, either English or French, is required, with knowledge of the other language being desirable. Knowledge of another UN official language is considered an advantage.
