Job Overview:
The position of Responsable SERA is based in Port-au-Prince, Haiti. The primary responsibility of the incumbent is to centralize and harmonize the SERA tools and processes within the mission. This includes providing methodological support to all program teams on technical issues related to MEAL (Monitoring, Evaluation, Accountability, and Learning) and transversal issues such as designing monitoring and evaluation plans, collecting and analyzing quantitative and qualitative data, measuring indicators, managing complaint response mechanisms, and analyzing harm absence. The role also involves ensuring the quality and relevance of internal monitoring and evaluation activities, recommendations, and analyses produced by the department. The Responsable SERA will contribute to the development of institutional knowledge and improvement of methods and techniques, support training for program teams in their areas of expertise, and contribute to the capitalization and improvement of methods and techniques relevant to their service.

Duties and Responsibilities:
The duties and responsibilities of the Responsable SERA include defining and implementing departmental objectives, deploying the MEAL strategy for new projects, operationalizing the SOP MGPRI (Standard Operating Procedures for Monitoring and Evaluation) including establishing a harmonized complaint handling mechanism between SI and local partners within the ECHO project. The role also involves developing a data protection SOP for the Haiti mission, conducting systematic capitalization exercises of lessons learned, particularly regarding WASH (Water, Sanitation, and Hygiene) activities, and managing the evaluation processes and reports. The incumbent will follow up on the monitoring and evaluation committee, develop a capacity strengthening plan for local partner evaluation officers, and manage rapid assessments and evaluation reports. Additionally, the Responsable SERA will work on enhancing the capacities of the SERA team with the aim of nationalizing the position.

Required Qualifications:
The position requires a diploma and experience in the humanitarian sector, specifically 3-4 years of experience in a similar role. The candidate should possess technical skills in survey methodologies and sampling, as well as proficiency in monitoring and evaluation tools, including Excel and data collection and management software such as Kobo Collect and Power BI. A good understanding of accountability issues in sensitive security" style="border-bottom: 1px dotted #007bff !important;">security contexts and transversal protection (including data protection) is essential. Experience in operational partnerships and consortiums is appreciated, particularly in leading monitoring and evaluation committees and capacity strengthening for local partners.

Educational Background:
Candidates should have a relevant educational background that aligns with the responsibilities of the position. This typically includes degrees in fields related to humanitarian work, social sciences, or other relevant disciplines that provide the necessary skills and knowledge for effective monitoring and evaluation in humanitarian contexts.

Experience:
The position requires a minimum of 3-4 years of experience in the humanitarian sector, with specific experience in monitoring and evaluation roles. Candidates should demonstrate a strong understanding of the challenges and dynamics of working in humanitarian settings, particularly in contexts with security concerns and complex operational environments.

Languages:
Fluency in French is mandatory, while knowledge of Creole is appreciated. Proficiency in additional languages may be considered an asset, depending on the specific needs of the mission and the communities served.

  • The role is categorized as an employee status with a salary starting from EUR 2310 gross per month, which includes a base salary of EUR 2100 plus a 10% annual leave allowance paid monthly. Additionally, there is a monthly per diem of USD 75
  • SI covers housing costs and travel expenses between the expatriate's home country and the duty station. The organization implements a work and leave alternation system, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering medical, surgical, dental, and ophthalmological expenses, as well as repatriation costs. Vaccination and necessary malaria treatment costs are reimbursed. Living conditions include accommodation in a secure guest house with individual rooms, internet access, and proximity to essential services.
