Job Overview:
The Programme Management Senior Assistant will play a crucial role in supporting the implementation of the Small Grants Programme (SGP) in Kazakhstan. This position involves providing technical, administrative, financial, and knowledge management support to ensure the effective operation and management of the GEF-SGP country programme portfolio. The incumbent will assist the National Coordinator in various tasks, including project concept prescreening, financial evaluations of project proposals, and the development of grant application forms. The role requires maintaining professional relationships with stakeholders, ensuring compliance with operational procedures, and contributing to the overall success of the programme by facilitating communication and knowledge sharing among partners.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Senior Assistant include:
  • Supporting programme/project implementation by assisting in the evaluation of project proposals and providing guidance to potential grantees.
  • Maintaining and updating the SGP project database and stakeholders’ database.
  • Reviewing and controlling the accuracy of financial reports and processing payment requests from grantees.
  • Managing office supplies and equipment procurement in accordance with SGP SOPs.
  • Establishing and maintaining filing systems for administrative, financial, and management documents.
  • Drafting routine correspondence and preparing background information for meetings.
  • Providing logistical support for missions and meetings, ensuring adherence to procurement rules.
  • Actively participating in knowledge management efforts and supporting the visibility of SGP initiatives.
  • Assisting in the organization of advocacy events and workshops to promote SGP objectives. 1
  • Monitoring and evaluating programme performance and preparing reports as required.

Required Qualifications:
Candidates must possess a strong set of qualifications, including excellent communication and interpersonal skills, proficiency in financial management and budget control, and the ability to draft and analyze documents effectively. Familiarity with UN procedures and experience in office management are highly desirable. The role requires a proactive approach to problem-solving and the ability to work collaboratively with diverse stakeholders. Candidates should demonstrate a commitment to the principles of diversity and inclusion, as well as a strong understanding of the impact of their role on beneficiaries and partners.

Educational Background:
The educational background required for this position includes an advanced university degree (master's or equivalent) in Business Administration or an environmental science field, or a first-level university degree with relevant experience. A secondary school diploma with five years of relevant experience is also acceptable. Candidates with a background in environmental science or related fields will be given preference, particularly those with experience in project management or financial reporting.

Experience:
Relevant experience is defined as experience in office management, including financial reporting. Candidates with previous working experience in a UN agency or similar international organization will be considered favorably. The position requires a minimum of one year of relevant experience for those with a first-level university degree, while candidates with a secondary school diploma must have five years of relevant experience.

Languages:
Fluency in the national official languages, Russian and/or Kazakh, is required, along with proficiency in English. Knowledge of other UN official languages will be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.

Additional Notes:
This position is a local Individual Contractor Agreement (ICA) at the L-ICA 5 level, with a contract duration of six months to cover maternity leave, with no possibility of extension. The work schedule is full-time, and flexibility is required based on service demands.
