Job Description
Job Posting Organization:
The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with offices globally. Established to manage a portfolio exceeding 500 million USD over the last 15 years, WEC supports key initiatives through fund management, project implementation, and administrative support. The organization focuses on climate action, environmental protection, and conservation, operationalizing partners' agendas with global and regional approaches. WEC collaborates with nearly 200 countries and institutions through the NDC Partnership, which aims to drive transformational climate action and sustainable development, particularly in support of the Paris Agreement and the Sustainable Development Goals.

Job Overview:
The Project Management Senior Officer will support the Regional Manager for the Anglophone and Lusophone Africa Region in various aspects of regional engagement. This includes partnership building, responding to regional information requests, monitoring and reporting, and documenting lessons learned. The role requires applying knowledge tools and communication strategies to drive the implementation of Nationally Determined Contributions (NDCs) in member countries. The incumbent will be responsible for developing the regional Annual Work Plan, overseeing country-related work, and ensuring effective coordination and communication among partners. The position demands a proactive approach to managing multiple tasks and deadlines while ensuring high-quality outputs.

Duties and Responsibilities:
  • Develop and track the regional Annual Work Plan (AWP) and report on its implementation.
  • Oversee country-related work of the NDC Partnership, identifying key support needs and priorities.
  • Organize coordination meetings with regional and national partners.
  • Prepare information to support the Regional Manager in responding to requests from various workstreams.
  • Conduct multi-country analysis related to climate change action.
  • Coordinate internal communication and ensure timely updates from team members.
  • Draft high-quality briefing notes and identify impact stories for visibility.
  • Track progress trends against the NDC Partnership's M&E Framework.
  • Support research and regional analysis as requested. 1
  • Lead the technical organization of regional events and meetings. 1
  • Document regional trends and best practices in knowledge management.

Required Qualifications:
  • Advanced university degree (Master’s or equivalent) in international relations, development, economics, finance, or a related field.
  • Bachelor's degree with 2 additional years of relevant work experience may be accepted.
  • At least 2 years of experience in international cooperation or project management in developing countries, particularly in Africa.
  • Demonstrated skills in managing large databases and spreadsheets.
  • Experience in the development sector within the African region, preferably in the Anglophone region.
  • Excellent writing, editing, and oral communication skills.
  • Knowledge of climate change topics and UNFCCC issues is essential.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as international relations, international development, economics, finance, or administration. A Bachelor's degree combined with additional relevant work experience may be accepted in lieu of an advanced degree.

Experience:
The position requires at least 2 years of relevant experience in international cooperation or project management, particularly in developing countries within the Anglophone and Lusophone Africa regions. Candidates should have a strong background in the development sector and demonstrate the ability to manage multiple deadlines and competing demands effectively.

Languages:
Fluency in English is mandatory for this position. Knowledge of Portuguese is considered an asset, enhancing the candidate's profile for engagement in Lusophone regions.

The contract type is International ICA, at level IICA1 / ICS 09, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
