Job Overview: The Resource PlanningAdvisor, Operations, plays a crucial role within the Division for Management Services, specifically in the Strategic Resource Planning Branch (SRPB). This position involves overseeing the planning and management of UNFPA's financial resources, ensuring that both core and non-core funding are utilized effectively to support the organization's strategic objectives. The incumbent will supervise a team of budget professionals and act as the Deputy to the Chief of the Branch. The role requires a comprehensive understanding of resource allocation, budget formulation, and financial oversight, as well as the ability to provide authoritative advice and support to various UNFPA business units. The Resource Planning Advisor will also be responsible for capacity building and training staff on resource planning and budget management, ensuring compliance with UNFPA's financial regulations and policies.
Duties and Responsibilities:
Lead the preparation and formulation of the Integrated Budget for Headquarters, Regional Offices, and Country Offices, ensuring alignment with UNFPA's strategic priorities.
Oversee the analysis of budget submissions and facilitate decision-making at senior management levels.
Provide substantive inputs for the formulation of programme and management budgets at various levels.
Conduct cost analysis and ensure accuracy of budget estimates.
Support the Chief of Branch in developing the Integrated Budget in line with available resources.
Manage the implementation of budget-related policies and procedures, identifying and resolving operational bottlenecks.
Develop and maintain budget management tools and monitoring systems.
Provide training and capacity building for UNFPA staff on resource planning and budget management.
Support the development of tools for resource planning and management. 1
Prepare financial analysis and reports for internal and external stakeholders, ensuring compliance with reporting requirements. 1
Represent the Branch in inter-agency groups and support the development of strategic processes. 1
Supervise direct reports and monitor their performance to achieve established goals.
Required Qualifications: Candidates must possess an advanced university degree in financial management, economics, business administration, business statistics, accounting, social science, or a related field. A minimum of 10 years of progressively responsible professional experience in budgeting and resource planning at both national and international levels is required. Candidates should demonstrate strong analytical and research skills, as well as excellent written and spoken communication abilities in English. Familiarity with UN procedures and policies is desirable, along with knowledge of ERP systems and IPSAS. Candidates should also have experience with results-based budgeting and activity-based costing techniques.
Educational Background: An advanced university degree in financial management, economics, business administration, business statistics, accounting, social science, or a similar field is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage and oversee budgeting and resource planning activities within UNFPA.
Experience: The position requires a minimum of 10 years of increasingly responsible professional experience in budgeting and resource planning. This experience should encompass both national and international contexts, demonstrating the candidate's ability to navigate complex financial environments and contribute to strategic resource management. Candidates should have a proven track record of managing financial resources effectively and providing authoritative advice on budget-related matters.
Languages: Fluency in English is mandatory for this position. Additionally, a working knowledge of other official UN languages is considered an asset, enhancing the candidate's ability to communicate and collaborate within the diverse UN environment.
