Job Overview: The MEL Coordinator is tasked with establishing and implementing systems that promote evidence-based decision-making and enhance program and project performance. This role is crucial in ensuring that the organization can effectively measure and evaluate its impact, thereby contributing to quality programming. The MEL Coordinator will support in-country staff by providing technical assistance related to monitoring, evaluation, and learning (MEL) and will focus on building the capacity of the country mission. This includes identifying and implementing effective, cost-efficient, and meaningful MEL systems that align with the organization's goals and objectives. The position requires a proactive approach to data management, analysis, and the dissemination of findings to inform program development and adjustments.
Duties and Responsibilities: The MEL Coordinator will have a comprehensive set of responsibilities, including but not limited to: supporting program staff in planning and executing MEL activities, developing data collection methodologies and tools, and managing data analysis and usage. They will contribute to the design of the MEL staffing structure and collaborate with program staff to identify MEL needs. The role also involves supporting the implementation and dissemination of evaluations and assessments, participating in program design discussions, and contributing to organizational learning through analysis and reporting. The MEL Coordinator will be responsible for developing and implementing MEL systems, including standard operating procedures (SOPs) and guidance, and will provide capacity building and training for program and MEL support staff. Additionally, they will supervise and mentor MEL support staff to ensure effective execution of MEL plans and adhere to NRC policies and procedures.
Required Qualifications: Candidates must possess at least 5 years of experience in an international NGO, preferably in emergency or post-conflict settings, with a strong background in MEL capacity and systems development. They should have thorough knowledge of current approaches to monitoring, evaluation, and learning in relief and development programs, utilizing both quantitative and qualitative methods. Understanding the data and information needs for program management and decision-making is essential, along with experience in facilitating capacity-building efforts for diverse colleagues and local partner agencies. The ability to transfer knowledge through training and mentoring is crucial, as well as strong communication and interpersonal skills.
Educational Background: A relevant educational background is required, typically including a degree in social sciences, international development, or a related field. Advanced degrees or specialized training in monitoring and evaluation methodologies would be advantageous.
Experience: The position requires significant experience, ideally a minimum of 5 years, in monitoring, evaluation, and learning within an international NGO context. Experience in emergency or post-conflict settings is particularly valuable, as is a proven track record in developing MEL systems and capacity building.
Languages: High proficiency in English is mandatory, encompassing speaking, reading, and writing skills. Knowledge of local languages in the geographical area of responsibility is desirable but not essential. Additional language skills may enhance communication with diverse stakeholders.
Additional Notes: This position is a fixed-term national contract based in Sittwe, Rakhine State, with a travel requirement of approximately 30%. The role is classified at Grade 7, reporting to the Area Programme Manager and supervising the MEL Team Leader, MEL Officers, and MEL technical assistants.
