Job Overview:
The Deputy Field Coordinator for Programs (P-DFC) is responsible for overseeing the implementation of humanitarian programs in Rakhine State, aligning with SI's annual country strategy and the evolving humanitarian needs in the region. The P-DFC will support the design and implementation of new projects, ensuring the quality of project execution through direct management of Program Managers. This role also involves assisting the Field Coordinator in external representation tasks and participating in coordination and program monitoring activities. The P-DFC will play a crucial role in institutional and capacity building for managers in project cycle management and WASH (Water, Sanitation, and Hygiene) technical skills. The position requires a proactive approach to addressing the challenges posed by the deteriorating security" style="border-bottom: 1px dotted #007bff !important;">security, social, economic, and political context in Rakhine, as well as the need for effective communication and collaboration with various stakeholders.

Duties and Responsibilities:
The main responsibilities of the Deputy Field Coordinator for Programs include:
  • Supervising the implementation of programs in Rakhine State, ensuring alignment with SI's strategic objectives.
  • Supporting the design and implementation of new projects based on the evolving humanitarian needs.
  • Overseeing the quality of project implementation through direct management of Program Managers.
  • Assisting the Field Coordinator in external representation and coordination meetings with key partners such as OCHA, MSF, and other NGOs.
  • Conducting program monitoring and evaluation to ensure effective delivery of services.
  • Building institutional capacity among project managers in project cycle management and WASH technical skills.
  • Preparing reports and documentation for internal and external stakeholders.
  • Managing team dynamics and fostering a collaborative work environment.
  • Understanding and adapting to the security, political, social, and economic context of Rakhine to inform program strategies. 1
  • Organizing regular meetings with the WASH Coordinator and other relevant stakeholders to ensure effective communication and coordination.

Required Qualifications:
Candidates must possess the following qualifications:
  • A minimum of 5 years of experience in the humanitarian sector, with a focus on program management.
  • Proven experience in a similar position, demonstrating strong leadership and management skills.
  • Technical expertise in water and sanitation, with a solid understanding of project management principles, including budget management.
  • Experience in community mobilization and engagement, with a track record of effective dialogue with community members.
  • Strong analytical skills and the ability to work autonomously while demonstrating proactivity in addressing challenges.
  • Excellent coordination and external communication skills, with the ability to represent the organization effectively in various forums.
  • Strong team management and capacity-building skills, fostering a positive and productive work environment.

Educational Background:
The ideal candidate should have a relevant educational background, typically a degree in humanitarian studies, international development, public health, or a related field. Advanced degrees or specialized training in project management or WASH-related disciplines are highly desirable.

Experience:
Candidates should have more than 5 years of experience in the humanitarian sector, with significant experience in program management roles. Experience working in challenging environments, particularly in conflict or post-conflict settings, is essential. Familiarity with the specific context of Myanmar and the challenges faced in Rakhine State will be an advantage.

Languages:
Fluency in English is mandatory for this position. Proficiency in Myanmar language is considered an asset, as is knowledge of French. Strong communication skills in these languages will facilitate effective interaction with local communities and stakeholders.

  • The role is based in Sittwe, Myanmar, and involves working under challenging conditions, including limited internet and telephone connectivity. The salary for this position starts at EUR 2,475 gross per month, which includes a base salary and a monthly per diem. SI also covers accommodation costs and travel expenses. Expatriates are entitled to breaks during their assignment, with a system of alternation between work and time off. An insurance package is provided, covering healthcare expenses and essential vaccinations.
