SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. SI operates in 26 countries with a total workforce of 3,200 individuals, including expatriates, national staff, headquarters employees, and a few volunteers. The organization conducts its operations with professionalism and respect for local cultures. Since March 2020, SI has been active in France to address issues of water, hygiene, and sanitation in five French territories, partnering with metropolitan water and sanitation operators and their foundations. The projects target populations living in degraded sites such as slums or squats, who have limited access to basic services regarding drinking water, sanitation, and essential hygiene products. SI's strategy involves supporting local actors in finding concrete solutions to improve sanitary conditions in these areas, including the installation of drinking water supply systems, sanitation infrastructures, and the development of pilot projects tailored to the context of each intervention zone. In 2021, SI was called to Mayotte by local associative actors after an exploratory mission revealed the extent of needs in water, hygiene, and sanitation. SI opened a base in late 2022 in this young and precarious department of France. In 2023, a water crisis led to water cuts for households more than two days out of three. In 2024, a cholera epidemic was declared in the department, making access to water, hygiene, and sanitation even more essential. On December 15, 2024, Tropical Cyclone "CHIDO" struck Mayotte with high intensity, affecting thousands of people with flooding, strong winds, and housing destruction. The most precarious homes were particularly impacted, with roofs torn off, walls collapsed, and entire neighborhoods rendered uninhabitable. In addition to the immediate emergency related to housing, critical needs for drinking water, hygiene, and sanitation have arisen, increasing the risk of waterborne diseases. Access to health services has also been compromised. In these conditions, SOLIDARITES INTERNATIONAL mobilized immediately to provide purified water to emergency shelters and affected neighborhoods. The team is now preparing to adapt and intensify its actions for the most vulnerable individuals.

Job Overview:
The position of Administreur-Logisticien de base involves managing administrative, accounting, financial, and logistical aspects in compliance with donor procedures and Solidarités International's guidelines. The individual will organize logistical and administrative support for the base and will be responsible for ensuring adherence to accounting and financial management procedures. The role includes supervising all financial management activities at the base as well as general services. The Administreur-Logisticien will work alongside a logistician responsible for procurement and stock management. The position presents challenges such as balancing logistics and administrative duties, prioritizing tasks, and structuring the base effectively. The first two to three months will focus on updating financial tools, maintaining accounting records, monitoring general service purchases, and ensuring the proper use of base-related tools such as vehicle logbooks and transaction records.

Duties and Responsibilities:
The primary responsibilities of the Administreur-Logisticien include:
  • Managing the administrative, financial, and logistical operations of the base in accordance with SI's procedures.
  • Organizing logistical support and administrative functions for the base.
  • Ensuring compliance with accounting and financial management procedures.
  • Supervising all financial management activities at the base.
  • Collaborating with the logistician on procurement and stock management.
  • Updating financial tools and maintaining accounting records.
  • Monitoring purchases related to general services.
  • Ensuring the proper use of management tools related to the base, including vehicle logbooks and transaction records.

  • Adapting and intensifying actions to support vulnerable populations in response to emergencies.

Required Qualifications:
Candidates must possess the following qualifications:
  • A degree in a relevant field related to administrative and financial management.
  • Proven experience in the humanitarian sector, ideally between 3 to 4 years.
  • Experience in a similar position, preferably between 0 to 2 years.
  • Strong technical skills in financial and logistical management.
  • Proficiency in computer tools, particularly Excel.
  • Familiarity with SAGA and LINK software is a plus.
  • Strong organizational skills and a methodical approach to work.
  • Ability to work autonomously and prioritize tasks effectively.

Educational Background:
The educational background required for this position includes a degree in a relevant field such as finance, logistics, or administration. Candidates should have a solid understanding of financial management principles and practices, as well as experience with logistical operations in a humanitarian context.

Experience:
The position requires candidates to have a minimum of 3 to 4 years of experience in the humanitarian sector, with at least 0 to 2 years in a similar role. This experience should demonstrate the ability to manage financial and logistical operations effectively in challenging environments.

Languages:
Fluency in French is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
