Job Overview:
The Programme Analyst position is situated within the Country Office in Quito, Ecuador, where the incumbent will collaborate with country office staff, government entities, and implementing partners to effectively plan, implement, and monitor Sexual and Reproductive Health and Rights (SRHR) programs. The role involves contributing to the formulation and execution of the Reproductive and Maternal Health program, engaging in joint programming initiatives, and aligning with national development frameworks. The Programme Analyst will be a vital member of the Integrated Sexual Reproductive Health and Rights Programme Unit, working closely with other program units such as Gender, Population and Data, and Humanitarian to ensure cohesive efforts across various initiatives. The position requires strong communication skills to liaise with National Programme Officers (NPOs) and operational personnel, reporting directly to the UNFPA Assistant Representative while being accountable to the UNFPA Representative.

Duties and Responsibilities:
The Programme Analyst will maintain collaborative relationships with government counterparts, multilateral and bilateral donor agencies, and civil society organizations to address emerging issues in SRHR. Key responsibilities include providing quality technical support to UNFPA implementing partners in project planning, implementation, and monitoring of program activities in accordance with established work plans. The Analyst will facilitate the work of consultants and experts, ensuring cooperative relationships with community-based groups and organizations focused on gender equality and youth engagement. The role also involves supporting the achievement of program results related to Emergency Obstetric and Neonatal Care (EmONC), family planning, and the management of sexual and gender-based violence. The Analyst will contribute to the integration of SRH prevention and response interventions, implement knowledge management strategies, and monitor the financial and programmatic implementation of SRH initiatives. Additionally, the Analyst will lead technical reviews of laws and policies related to SRHR, participate in advocacy and resource mobilization efforts, and represent UNFPA in relevant national and sub-national forums.

Required Qualifications:
Candidates must possess an advanced degree in Public Health, Medicine, Health Sciences, or a related discipline. They should have a minimum of two years of progressively responsible professional experience at the national level in sexual and reproductive health, maternal health, and population activities. Experience in program/project management, particularly in large multi-sector projects, is essential. Candidates should demonstrate knowledge of the national health system, quality of care, human rights in health services, and culturally sensitive programming. Familiarity with the Minimum Initial Service Package (MISP) for Reproductive Health is also required, along with a strong track record of technical leadership and the ability to produce high-quality results. Proficiency in Microsoft Excel for data management and analysis is necessary.

Educational Background:
An advanced degree in Public Health, Medicine, Health Sciences, or a related field is required for this position. This educational background is crucial for understanding the complexities of sexual and reproductive health and the associated challenges faced in program implementation.

Experience:
The position requires at least two years of increasingly responsible professional experience in the field of sexual and reproductive health and maternal health at the national level. Candidates should have experience in program/project management, including the design and appraisal of proposals and collaboration with relevant project partners. A strong understanding of the national health system and models for health service provision is essential, along with demonstrated expertise in program planning, design, monitoring, and evaluation.

Languages:
Fluency in both Spanish and English is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and beneficiaries in the context of sexual and reproductive health initiatives.
