Job Overview: The GBVIMS Information Management Officer (IMO) will play a crucial role in supporting the implementation and coordination of the Gender-Based Violence Information Management System (GBVIMS) in Nigeria. This position is vital for ensuring that humanitarian actors can effectively and safely collect, store, analyze, and share data related to incidents of gender-based violence (GBV). The IMO will provide technical assistance to data gathering organizations (DGOs) and facilitate capacity building efforts to enhance the quality and effectiveness of GBV data collection and reporting. The role requires a strong commitment to ethical data management practices and the ability to navigate complex humanitarian settings. The IMO will work closely with various stakeholders, including UNFPA staff, government agencies, and local NGOs, to ensure that GBVIMS is effectively utilized across emergency states and specific local government areas (LGAs).
Duties and Responsibilities: The GBVIMS Information Management Officer will be responsible for a wide range of duties, including:
Capacity Building: Support organizations in the effective use of GBVIMS through assessments, technical support, training, and data quality assurance. Identify capacity building needs and collaborate with the GBV Sub-Sector and GBVIMS Technical Team to address these needs. Revise and provide context-specific inputs to training materials.
Data Processing and Analysis: Consolidate monthly reports from DGOs, conduct data quality checks, and prepare national monthly reports. Draft analytical narratives and support quarterly data analysis for GBVIMS Operational and National Technical Working Groups (NTWGs). Manage requests for GBVIMS information from external parties and produce information bulletins for programming and advocacy.
Support to Advocacy: Create infographics for dissemination during donor and partner meetings, participate in developing situational reports, and prepare presentations for coordination platforms.
Technical Team administration" style="border-bottom: 1px dotted #007bff !important;">System Administration: Manage user access and roles within the GBVIMS+ system, provide first-line technical support, and ensure compliance with user management protocols.
Monitoring and Evaluation: Conduct biannual reviews of user configurations and support global monitoring activities.
Travel: Undertake periodic travel to UNFPA project sites and offices across Nigeria as required.
Required Qualifications: Candidates must possess a Bachelor's degree in Public Health, Gender Studies, Social Work, Demography, Social Science, International Development, or related fields. They should have at least 5 years of experience in GBV-related activities, demonstrating excellent written and oral communication skills, drafting and analytical abilities, and the capacity to engage with a diverse range of stakeholders. Proficiency in GIS mapping, Microsoft Office applications, and graphical software is mandatory. Previous experience with information management systems is advantageous. Candidates must also exhibit a strong understanding of confidentiality, data safety, and ethical concerns related to sensitive data sharing in humanitarian contexts.
Educational Background: A Bachelor's degree in relevant fields such as Public Health, Gender Studies, Social Work, Demography, Social Science, or International Development is required. This educational background provides the necessary foundation for understanding the complexities of gender-based violence and the importance of effective data management in humanitarian settings.
Experience: The position requires a minimum of 5 years of relevant experience in GBV-related activities. Candidates should have a proven track record of working in humanitarian contexts, particularly in roles that involve data management, analysis, and reporting. Experience in capacity building and training is also essential, as the IMO will be responsible for enhancing the skills of various stakeholders in using the GBVIMS effectively.
Languages: Fluency in written and spoken English is mandatory for this position. Additionally, a working knowledge of other major local languages in Nigeria is desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the GBVIMS implementation.
Additional Notes: This consultancy assignment is a full-time position with a contract duration of 9 months, specifically for Nigerian Nationals. The consultant will be based at the UNFPA Maiduguri Sub-Office and will work closely with program and operations staff. The role may require periodic travel to project sites across Nigeria.
