Job Overview: The HR & Admin Adviser position is crucial for providing technical supervision and support to all area offices in Darfur, specifically in Geneina, Nyala, and Jabal Marra. The role involves implementing NRC's HR and administrative systems and procedures, ensuring compliance with local labor laws, and promoting the rights of internally displaced persons (IDPs) and returnees in line with the advocacy strategy. The adviser will be responsible for training and supporting HR teams, conducting regular HR analysis and reports, and ensuring safe and standardized filing of personnel documents. The position also requires the adviser to maintain a healthy and empowering office environment that encourages open communication and to conduct routine field visits to monitor compliance across all area offices in Darfur. This role is essential in strengthening recruitment processes, improving performance management, and providing guidance to international staff, thereby enhancing the overall effectiveness of NRC's operations in the region.
Duties and Responsibilities: The HR & Admin Adviser will have a comprehensive set of responsibilities, including:
Implementing NRC HR and admin systems and procedures across all area offices in Darfur.
Ensuring adherence to employment standards, HR policies, and local labor laws.
Training and developing HR teams and supporting staff with HR and admin responsibilities.
Conducting regular HR analysis and generating reports.
Ensuring safe and standardized filing of personnel documents.
Promoting the rights of IDPs and returnees in line with NRC's advocacy strategy.
Capacity building of HR and Admin staff and providing support to international staff.
Strengthening recruitment processes and ensuring adherence to minimum standards.
Improving the quality of performance management conducted by line managers. 1

Managing administrative tasks including lease management, travel permits, and accommodation bookings.
Required Qualifications: Candidates must possess a minimum of 5 years of experience working as a senior HR professional in a humanitarian and recovery context. They should have advanced knowledge and expertise in HR practices, particularly in complex and volatile environments. Fluency in English, both written and verbal, is mandatory, while knowledge of French and Arabic is preferred but not required. Candidates should also demonstrate strong behavioral competencies such as initiating action and change, managing performance and development, empowering and building trust, coping with change, and communicating effectively and respectfully.
Educational Background: The position requires a relevant educational background in human resources, business administration, or a related field. Candidates should have formal qualifications that support their expertise in HR management and administration, which may include degrees or certifications in human resources or related disciplines.
Experience: The ideal candidate should have at least 5 years of relevant experience in senior HR roles, particularly within humanitarian contexts. Experience working in complex and volatile environments is essential, as is familiarity with the specific challenges faced in Sudan. Experience with start-up or scale-up programs is also advantageous, as it demonstrates the ability to adapt to changing circumstances and manage HR functions effectively in dynamic settings.
Languages: Fluency in English is mandatory for this position, as all communication and documentation will be conducted in English. While not required, proficiency in French and Arabic is considered a valuable asset, as it may enhance communication with local staff and stakeholders in the region.
Additional Notes: The duty station for this role is Geneina, Sudan, with responsibilities that include travel to other areas within Darfur, specifically Nyala and Tawila. The position is classified as grade 8 on NRC’s international salary scale, and the contract duration is for one year, with the possibility of extension based on performance and organizational needs.
