Job Overview:
The Finance Adviser position is crucial for providing technical supervision and support to the area offices in Darfur, specifically in Geneina, Nyala, and Jabal Marra. The role requires extensive travel within the region to build the capacity of finance teams at the area offices, backstop finance coordinators during their absence, and assist the country office finance team during peak workload periods. The adviser will ensure financial compliance, monitoring, and control, working closely with area managers and finance teams to oversee budgeting, accounting, and auditing processes as per the country finance manual. The position also involves conducting training for both finance and non-finance staff on budgeting and reporting requirements, addressing performance gaps, and implementing financial tools and standards.

Duties and Responsibilities:
  • Ensure financial compliance, monitoring, and control by collaborating with area managers and finance teams to oversee budgeting, accounting, and auditing processes.
  • Conduct financial management and finance training for staff across the region, focusing on NRC budget design, donor-specific requirements, and financial analysis.
  • Work with management teams in Darfur to identify and address financial management risks.
  • Produce Budget vs. Actual (BVA) reports, highlight deviations, and recommend corrective actions.
  • Advise and train management and budget holders on budgeting, reporting, and financial analysis.
  • Implement measures to address performance gaps through targeted training for finance and non-finance staff.
  • Support the rollout and implementation of financial tools and standards, ensuring best practices are documented and disseminated.

Required Qualifications:
  • Minimum of 5 years of experience in financial management or similar roles within a humanitarian or recovery context.
  • Proven track record of achieving results related to the responsibilities of the position.
  • Experience working in complex and volatile environments is essential.
  • Fluency in English, both written and verbal, is mandatory; knowledge of Arabic is preferred but not required.

Educational Background:
A relevant degree in finance, accounting, business administration, or a related field is required. Professional certifications in finance or accounting (such as CPA, ACCA, or equivalent) are highly desirable.

Experience:
Candidates must have at least 5 years of relevant experience in financial management or similar roles, particularly in humanitarian or recovery contexts. Experience in complex and volatile environments is crucial, as is a demonstrated ability to manage financial operations effectively under pressure.

Languages:
Fluency in English is mandatory, both written and verbal. Knowledge of Arabic is preferred but not required, providing an advantage in the local context.

Additional Notes:
The duty station for this role is Geneina, Sudan, with responsibilities extending to Nyala and Tawila. The position is classified as grade 8 on NRC’s international salary scale, with a contract duration of 1 year, subject to possible extension. The role requires up to 60% travel within Darfur.
