Job Overview:
The Chief of Employment & Skills for Balanced Development Section is tasked with leading and managing economic analysis programs aimed at creating employment opportunities for women and youth in North Africa. This role involves formulating economic strategies and policies, conducting sectoral analysis, and developing knowledge products that enhance the capacities of member states in designing sustainable development policies. The incumbent will supervise a team of economists, manage expert group meetings, and represent the organization at various international and regional forums. The position requires a strong understanding of economic principles and the ability to provide substantive support to intergovernmental bodies on development issues.

Duties and Responsibilities:
  • Lead the formulation and management of economic analysis programs and strategies for the international community.
  • Identify emerging development issues and design programs to address them.
  • Supervise a team of economists, reviewing and editing reports and research papers.
  • Commission external economic studies and analyses.
  • Organize expert group meetings and seminars to finalize work unit outputs.
  • Prepare speeches and presentations on economic issues for diverse audiences.
  • Provide substantive support to intergovernmental bodies on development issues, offering strategic advice and technical guidance.
  • Manage contributions to meetings of intergovernmental bodies and represent the unit at various meetings.
  • Develop relations with senior officials of member governments and negotiate technical assistance programs. 1
  • Contribute to the formulation of the medium-term plan and budget of the unit, attending to administrative matters as required.

Required Qualifications:
Candidates must possess a strong background in economic research and analysis, with the ability to apply economic theories in various sectors. They should demonstrate professional competence, efficiency in meeting commitments, and the ability to analyze and interpret data for decision-making. The role requires a proactive approach to leadership, with the ability to empower team members and drive change. Candidates should also exhibit accountability, planning, and organizational skills, ensuring that responsibilities are clearly defined and monitored.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics or a related field is required. A first-level university degree combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. A PhD is considered an advantage.

Experience:
A minimum of ten years of progressively responsible experience in economic research, policy formulation, and application of economic principles in development programs is required. Experience in growth, employment, and development analysis, along with a strong publication record, is desirable. Familiarity with data analytics and quantitative economic analysis is also preferred.

Languages:
English and French are the working languages of the UN Secretariat. Proficiency in either English or French is required, while knowledge of the other language is desirable. Knowledge of another UN official language is an advantage.
