Job Overview: The Anti-Corruption Consultant will play a pivotal role in supporting the Pacific Anti-Corruption Journalists Network and the Pacific Islands News Association in their efforts to engage the media in corruption prevention initiatives. This position requires the consultant to provide technical advice, develop and deliver training sessions, and organize events aimed at enhancing the capacity of anti-corruption practitioners in the Pacific region. The consultant will be responsible for drafting expressions of interest for investigative grants, reviewing investigative articles, and facilitating webinars. Additionally, the consultant will support delegations from Kiribati and Tonga at international anti-corruption conferences, ensuring that their participation is impactful and aligned with the objectives of the UN Convention against Corruption (UNCAC). The role demands a comprehensive understanding of anti-corruption frameworks and the ability to engage with various stakeholders effectively.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Providing technical advice to the Pacific Anti-Corruption Journalists Network and the Pacific Islands News Association to enhance media engagement in corruption prevention.
Supporting the drafting of expressions of interest for small investigative grants and reviewing investigative articles.
Organizing at least two targeted webinars to foster dialogue and knowledge sharing among stakeholders.
Developing and delivering a side event for Kiribati and Tonga delegations at the GOPAC Anti-Corruption conference in Sarawak, Malaysia, including concept note development and stakeholder engagement.
Providing high-level support to the Regional Anti-Corruption practitioner conference, including organizing media and civil society dialogues.
Supporting Pacific Islands delegations during the PIFLM54 in Solomon Islands and facilitating targeted dialogues with media.
Drafting country statements, press releases, and talking points for the Pacific delegation at the COSP, ensuring effective communication and representation of the Pacific Islands' interests.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as business administration, international relations, social science, psychology, law, political science, or criminology. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of 10 years of progressively responsible professional experience in anti-corruption at national, regional, and international levels is required. Experience working with Parliaments, civil society, media, and local governments is essential. Additionally, candidates should have experience in developing and delivering training programs for anti-corruption counterparts, including non-state actors, and familiarity with regional anti-corruption networks in Southeast Asia and the Pacific is desirable.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, international relations, social science, psychology, law, political science, criminology, or a related field is required. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of 10 years of relevant professional experience in the field of anti-corruption at various levels, including national, regional, and international. Candidates should have a proven track record of working with governmental and non-governmental organizations, particularly in the context of anti-corruption initiatives. Experience in developing training programs and capacity-building activities for anti-corruption practitioners is also essential, as is familiarity with the political and social dynamics of Southeast Asia and the Pacific.
Languages: Fluency in English is mandatory, with excellent drafting and communication skills. Knowledge of French or another United Nations official language is considered an advantage, as the working languages of the United Nations Secretariat include both English and French.
